1.0 INTRODUCTION

Mabbett and Associates, Inc. (Mabbett®) performed a survey to identify asbestos-containing materials (ACM) in select areas at the NRD New England, Barnes Building, 3rd Floor Navy Space, located at 495 Summer Street in Boston, Massachusetts, in accordance with the established scope of work. The site inspection was performed by Mr. Lance R. Cotton and Mr. Chris Conley of Mabbett on January 31, 2018, and consisted of the following activities:

Asbestos-Containing Material (ACM) survey (Analysis by polarized light microscopy [PLM])

This inspection was limited to the areas of the Navy Space on the 3rd Floor, anticipated to be impacted by renovation activities. The scope of this survey was based upon information provided in an email with attached drawings received by Mabbett on January 10, 2018 requesting a pre-demo NESHAP asbestos inspection of flooring materials.

2.0 ASBESTOS INSPECTION

2.1 Sampling Methodology

Site inspection work was performed on January 31, 2018, by Mabbett’s appropriately credentialed asbestos inspectors, Mr. Lance R. Cotton (MA DLS #AI074353) and Mr. Chris Conley (MA DLS #AI900784). In accordance with the scope of work, suspect ACM was sampled and collected in general conformance with 40 CFR Part 61 “National Emissions Standards for Hazardous Air Pollutants (NESHAP)”, 40 CFR Part 763 “Asbestos Hazard Emergency Response Act (AHERA)”, and all applicable Massachusetts regulations. This inspection was limited to the flooring located throughout the 3rd floor Navy Space, excluding corridors, that were accessible during the on-site inspection. Every effort was made to thoroughly inspect all areas where renovation is expected to occur.

Bulk samples were submitted under standard chain of custody procedures to ProScience Analytical Services, Inc.

(ProScience) of Woburn, MA. Analysis was performed using PLM in accordance with EPA Method 600/R-93/116.

ProScience is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP).

All bulk sample results from this inspection are summarized in Appendix A, Summary of ACM Building Inspection Results. The Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA), defines ACM as any material that contains greater than one percent (>1%) asbestos. As such, the analytical laboratory identified bulk samples of suspected ACM as positive for asbestos when they met or exceeded the regulatory criteria of greater than one percent (>1%) asbestos. The laboratory report and the chain of custody are provided in Appendix B of this report.

2.2 Summary of Asbestos-Containing Materials (ACM) Findings

Mabbett identified eleven (11) types of homogeneous areas and collected thirty-three (33) representative bulk samples. The laboratory-reported analytical data indicated that one (1) homogeneous area was identified as ACM.

Estimated quantities of materials identified as ACM are presented in Table 1 below:

Table 1 - Summary of Identified ACM

Location / Room Description of Material Estimated Quantity

Throughout Area Under Carpet 12” x 12” Brown w/Black & Brown Streaks Floor Tile 7,240 Square Feet

3.0 CONCLUSIONS AND RECOMMENDATIONS

3.1 Asbestos

Identified ACM must be abated and properly disposed of prior to being disturbed by demolition and renovation activities by state licensed and properly trained contractors. All abatement must be performed in accordance with Federal, State and local requirements. Any suspect materials encountered during demolition or renovation activities that were not identified in this report as being non-ACM, should be assumed to be ACM unless sample results prove otherwise. Suspect ACM that may be present within the walls, above inaccessible hard ceilings, or in other inaccessible locations, should be assumed to contain asbestos if discovered during any demolition or renovation process or until otherwise verified.

4.0 LIMITATIONS

This inspection report is the result of a diligent and limited inspection of the flooring system located in the Navy Space on the 3rd Floor of the Barnes Building, for the presence of asbestos-containing building materials. Only accessible areas were included in this inspection. Although a comprehensive inspection of the flooring system was performed, Mabbett does not claim to have identified all of the materials that could be present in the building (for example, materials potentially located within inaccessible areas). Mabbett has conducted this assessment with reasonable care and has performed this project within generally accepted industry standards. There can be no assurances, and Mabbett makes no assurances, that the information, research, and technology used to prepare this report may not change in the future, thus affecting the results reported herein.
