About this file

This document is a Statement of Work (SOW) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for asbestos and pollutant testing services at Spangdahlem Air Base in Germany. The United States Air Force seeks a contractor to perform comprehensive environmental testing services within a 60-kilometer radius, including sampling and analysis of building materials, air, water, and soil for asbestos and pollutants. Key requirements include laboratory accreditation, personnel qualifications, compliance with federal and German regulations, and implementation of safety protocols.

The contract involves detailed testing and inspection services such as identifying asbestos-containing materials (ACMs), assessing potential health and environmental risks, and preparing comprehensive written reports with laboratory analysis documentation. The work will be conducted on secured military sites with strict security regulations, requiring military escorts, installation passes, and compliance with specific airfield and restricted area access protocols. Contractors must adhere to environmental regulations, maintain strict safety standards, and be prepared for potential work stoppages during military exercises. The regular work hours are 07:00-18:00, with specific restrictions for work in restricted areas.
