Details: 11/30/2023. Notice of Funding Opportunity (NOFO): Solicitation of Project Proposals for the All Stations Accessibility Program (ASAP). The Federal Transit Administration (FTA) announces the availability of $343 million of Fiscal Year 2024 funds in this Notice of Funding Opportunity. Synopses and the full announcement are posted on Grants.gov as opportunity FTA-2024-001-TPM-ASAP. Proposals must be submitted electronically through Grants.gov by 11:59 PM Eastern Time on 01/30/2024. See the Federal Register Notice.
Summary: The main purpose of the ASAP Program is to provide funding to states (including territories and Washington, D.C.) and local governmental authorities to help finance capital projects to upgrade the accessibility of legacy rail fixed guideway public transportation systems (e.g., subway, commuter rail, light rail) for people with disabilities, including those who use wheelchairs, by increasing the number of existing stations or facilities, such as outdoor light-rail boarding and alighting areas, that are fully accessible.
FTA intends to target funding for (1) capital projects to repair, improve, modify, retrofit, or relocate infrastructure of stations or facilities for passenger use, including load-bearing members that are an essential part of the structural frame; or (2) for planning projects to develop or modify a plan for pursuing public transportation accessibility projects, assessments of accessibility, or assessments of planned modifications to stations or facilities for passenger use.
Eligible Applicants: Eligible applicants for ASAP include designated recipients that operate or allocate funds to inaccessible pre-ADA—or “legacy” — rail fixed guideway public transportation systems, and states (including territories and Washington, D.C.) and local governmental entities that operate or financially support legacy rail fixed guideway public transportation systems and corresponding legacy stations/facilities. The law limits ASAP to legacy rail fixed guideway public transportation systems with stations or facilities for passenger use that are not already accessible to and usable by persons with disabilities, including wheelchair users.
Link and Instructions for attaching the supplemental form to the SF-424: Please note a separate application package must be submitted for capital and planning project proposals.
All applicants must complete the supplemental form and attach it to their submission in GRANTS.GOV.
Dates: An applicant must submit a proposal electronically by 11:59 PM Eastern Time on 01/30/2024. Any agency intending to apply should initiate the process of registering on the GRANTS.GOV site immediately to ensure completion of registration before the submission deadline.
