ARV – Market Survey 1 Authorized For Public Release

December 2021

ADVANCED RECONNAISSANCE VEHICLE

REQUEST FOR INFORMATION

1.0 DESCRIPTION OF INTENT

The Army Contracting Command – Detroit Arsenal (ACC-DTA) in support of the United States Marine

Corps (USMC) and Program Manager Light Armored Vehicle (PM LAV) are issuing this notice as a means of conducting Market Research for a potential Engineering and Manufacturing Development (EMD), Low

Rate Initial Production (LRIP), and Full Rate Production (FRP) phase of the Advanced Reconnaissance

Vehicle (ARV). This effort will include design, manufacturing, providing test support, and possibly System

Technical Support (STS) and Contractor Logistic Support (CLS) for the ARV to maintain maximum commonality across the Family of Vehicles (FoVs). For the purposes of this survey, FoV references are specific to ARV vehicles.

1.1 THIS IS A REQUEST FOR INFORMATION ONLY

This Request for Information (RFI) is a Market Survey and not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. No solicitation document exists at this time nor will responders be placed on a solicitation mailing list. Providing a response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey or any follow-on requests for information. Data submitted in response to this market survey will not be returned. The Government will not rank submittals or provide any reply to interested firms. The

Government may seek clarifications or discussions at its discretion.

2.0 BACKGROUND

The ARV is a new and purpose-built combat vehicle system, mobile on land and water, and capable of service as the manned hub of a Robotic and Autonomous Systems (RAS) empowered team. ARV will employ transformational sensor, communications, and combat capabilities to collect and communicate information, while integrating robotics and artificial intelligence technologies into manned-unmanned teams.

The ARV will enable a crew to sense the operating environment and convey that information using advanced on-board sensors and networked communications systems that are augmented by unmanned systems in order to detect, recognize, identify and report threats at extended ranges. The ARV will provide the Fleet Marine

Force with the survivable, mobile, networked, and lethal platform optimized for naval transport and amphibious employment in the littoral operating environment.

The ARV FoVs is expected to consist of six (6) Mission Role Variants (MRVs): Command, Control, Communications, & Computers-Unmanned Aerial System (C4-UAS), Organic Precision Fire-Mounted

(OPF-M), Counter Unmanned Aerial Systems (CUAS), 30mm Autocannon and Anti-Tank Guided Missile

(ATGM), Logistics (LOG), and Recovery (R).

The planned Acquisition Objective (AO) for the ARV is 533 units over five production years allocated to the following MRVs:

MRV AO Quantity Increment

C4-UAS 121 1

OPF-M 57 1

30mm 121 2

LOG 116 2

Recovery 34 2

CUAS 84 3

Total 533

All acquisition quantities and planned contracts are notional and may change based on several factors.

ARV is expected to be awarded with an initial phase (i.e. Phase I, Increment I) with the potential for two additional phases for a total of three program phases. The planned initial EMD/LRIP/FRP contract (Phase I) would be for the detailed design and prototype/production of the C4-UAS and OPF-M variants with the expectation that subsequent variants, if awarded, would leverage these initial platforms for commonality.

Following successful completion of Phase I, there may be award of Phases II and III. These phases, if awarded, would require the contractor to design, test and manufacture the remaining MRV platforms, assuming that the additional variants are subsequently approved.

Below is a notional timeline for ARV:

Increment I. Please provide feedback as to how your firm feels a Cost Reimbursement, or a Firm Fixed

Price contract type would influence your interest in the requirement and what considerations the choice of contract type would manifest within a proposal for ARV Increment I. The Government may consider one contract type for the EMD phase with another type for the LRIP and FRP portions, if these are included. Responses that provide the analysis, and resultant approaches as well as the pros and cons from each of the industry perspective would provide the best value in informing Government decisions in this regard. Additionally, one or more Ordering Years for LRIP and FRP may be included in the

Increment I Request For Proposal (RFP). The Government would value industry feedback on such an approach.

8.16 Has your company implemented an Operations Security Plan?

8.17 Does your company currently meet USMC or Navy Network Control Information Technology security standards for data?

8.18 Does your company have experience with DD-254, Contract Security Classification Specification?

Please provide the answer in the form of days after receiving award of a contract for such a purpose. To better inform the answer, and to the extent possible, please provide a total timeframe and break it out into areas similar to finalization of design, contractor testing, material acquisition, fabrication and other essential work elements necessary to produce an ARV prototype.

8.20 What is your company’s current minimal and maximum vehicle production rate? If the intent would be to increase production capacity, please describe how this would be completed (e.g. construct additional facilities) and the planned timeline to support the projected ARV production as shown above in Section

2.0.

8.21 What is the expected lead-time for Long Lead Material (LLM) for each MRV? Consequently, what would the production time per MRV be once LLM is on hand and prior to LRIP or FRP quantities being awarded?

8.22 Describe your company’s ability to produce multiple ARV MRVs concurrently. A MRV would be an

ARV equipped with different capabilities. The intent of this question is to ascertain the ability of industry to either be able to produce multiple MRVs concurrently, if a separate production line would be needed or if there would need to be a changeover. The information will potentially inform the timeframe and quantities the Government would acquire the ARV.

8.22.1 If there were a contractual requirement to produce multiple MRV variants concurrently, what, if any, impact would there be on your estimated maximum production quantity? What approaches might be employed to maintain the most economically advantageous pricing in such a circumstance?

8.22.2 What is the manufacturing lead-time needed to produce and deliver ARVs? In the response, please inform if one variant has a longer lead-time than another and what drives the variance. Please include your assumptions.

8.23 Respondents are requested to identify their expectations for data rights sharing/withholding management. Please include if your firm would consider offering to sell a Level III Technical Data

Package (TDP) for the ARV. Information on technology that was developed solely at private expense that would be included in an ARV of your design would be helpful to the Government in your response.

If your intended approach intends to use an existing vehicle platform as the basis for the ARV, please identify if the proposed platform was developed, in whole or part, with Government funding. If so, please include the contract number and the Government data rights. If using an existing platform as a starting point for ARV that was developed exclusively at private expense, please include what level of data rights your firm might consider providing to the Government for these portions of the proposed

ARV design. This portion of the response should include the potential cost to the Government for a

Level III TDP with a minimum of Government Purpose Rights (GPR) for the full ARV design to include the portion of the platform that was developed at private expense.

8.24 What capability does your firm have i (not by contracting out) to test the ARV? What automotive tests can be conducted? Do you have a dynamometer and test track in house? Please describe the approach that would be undertaken to test the ARV swim capability.

8.25 Is there any particular commodity or component of a potential ARV design that either you identify as being an ongoing concern for ability to source or so volatile in price that it might make estimation of

ARV production beyond 24 months problematic?

8.26 Describe your company’s experience and capability in planning, establishing and managing an
