About this file

This is a Determination and Findings (D&F) form for soliciting from a single source under FAR 13.106-1(b)(1), prepared by the Marine Forces Special Operations Command (MARSOC) at Camp Lejeune, North Carolina. The document justifies a brand name specific procurement for Dell servers/software and Aruba networking equipment, with primary end items including 3 Dell XC760 Core Base servers (part number 210-BHVH), 25 Nutanix Cloud Infrastructure software licenses, 2 Aruba 9004 US TAA Branch Gateways (part number R1B25A), and 72 Aruba AP-503H routers (part number R3V39A), along with associated power cords, console cables, and 3-year service support.

The justification centers on compatibility requirements with MARSOC's existing infrastructure, specifically their current Dell server environment running Enterprise XC series with Enterprise 2022 OS and Aruba network consisting of 300 & 500 Series models managed by Enterprise Aruba Controllers. The procurement requires seamless integration in form, fit, and function to ensure uninterrupted operation and unified management plane, with specific IPSEC protocol integration needs for secure communication between deployed and garrison elements. The D&F concludes that these brands are the sole source capable of meeting these critical operational requirements, and any deviation would risk incompatibility and disruption to MARSOC functions. The document indicates this is for a simplified acquisition procedure under the $250,000 threshold and requires signatures from both the requiring activity representative and contracting officer.
