About this file

This is a Determination and Findings (D&F) document for soliciting from a single source under FAR 13.106-1(b)(1), prepared by Marine Forces Special Operations Command (MARSOC) at Camp Lejeune, North Carolina. The document justifies a brand name specific procurement for Dell servers/software and Aruba networking equipment based on critical operational needs and existing infrastructure compatibility requirements.

The procurement includes Dell XC760 Core Base servers (quantity 3), Nutanix Cloud Infrastructure software licenses (quantity 25) for edge sites and federal production support, Aruba 9004 branch gateways (quantity 2) with 3-year service support, power cords, console cables, and Aruba AP-503H unified access points (quantity 72). The justification emphasizes that MARSOC currently operates a Dell server environment with Enterprise "XC" series running Enterprise 2022 OS and an Aruba network consisting of 300 & 500 series models managed by Enterprise Aruba Controllers. The new equipment must provide seamless integration in form, fit, and function to ensure uninterrupted operation and unified management through IPSEC protocols for both deployed and garrison elements. The document concludes that any deviation from these specific brands would risk incompatibility and disruption to critical MARSOC functions, with the contracting officer authority limited to procurements under the Simplified Acquisition Threshold of $250K.
