The solicitation was issued on September 21, 2026, with a mandatory pre-bid meeting and site visit scheduled for September 28, 2026 at 9:00 a.m., beginning at West Campus with subsequent visits to FSU and Central campuses. The deadline for submitting questions is October 2, 2026 at 2:00 p.m., with bids due electronically by October 13, 2026 at 2:00 p.m. All work must be completed within 16 calendar days from issuance of the Notice to Proceed, with an estimated start date of December 18, 2026 and completion deadline of January 4, 2027, coinciding with the winter break period when schools are not in session. The contract is a one-time project with no renewal options.
The estimated project cost is $453,000. Proposal security (bid bond or cashier's check) equal to 5% of the total cumulative base proposal amount is required only for bids exceeding $200,000. If the awarded contract exceeds $200,000, Payment and Performance Bonds are required with penal sums equal to 100% of the contract price. Liquidated damages are assessed at $500 per day for failure to complete by the January 4, 2027 deadline. All turf installations require a minimum 15-year manufacturer's warranty and one-year workmanship warranty. Contractors are responsible for obtaining all necessary permits and coordinating inspections with the City's Engineering Department, with no permit fees but potential overtime charges for Friday through Sunday inspections. Comprehensive general liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), workers' compensation, and auto liability insurance are required, along with multiple endorsements naming the City as additional insured.
