About this file
The document is a comprehensive brochure from the Ohio Department of Development detailing the state's Energy Assistance Programs, which provide support to low-income residents for managing home energy costs and improving energy efficiency. The brochure outlines multiple assistance programs including the Home Energy Assistance Program (HEAP), Percentage of Income Payment Plan Plus (PIPP), Electric Partnership Program (EPP), Home Weatherization Assistance Program (HWAP), and Summer and Winter Crisis Programs. These programs offer benefits such as one-time heating bill assistance, utility bill management based on household income, electricity usage reduction services, home energy efficiency improvements, and crisis-related utility support for vulnerable populations.
The programs have specific income eligibility requirements, with guidelines based on household size and total annual income, ranging from 175% to 200% of the federal poverty level. For example, for a single-person household in July 2025-June 2026, the income threshold for HEAP is $27,387, while HWAP allows up to $31,300. The benefits vary by program, including direct bill payments, percentage-based utility payments, in-home energy audits, weatherization services, and assistance for cooling or heating during extreme temperatures. The brochure provides detailed contact information through EnergyHelp.Ohio.gov and a toll-free number (800) 282-0880 for residents seeking to apply or learn more about these assistance programs.
