Presolicitation Notice - H92239-22-R-0002

U.S. Army Special Operations Command Army Special Operations Forces Training Support Services

The U.S. Army John F. Kennedy School Warfare Center and School (USAJFKSWCS) and 1st Special Warfare Training Group (SWTG) has a requirement for a contractor to provide role player and training support for the assessment, selection, and training conducted by the 1st SWTG. Training support is for field and situational training exercises and provides the depth and realism necessary to portray an adaptable training environment that focuses on achieving a desired outcome. In-role instruction during training events is provided by subject matter experts, which allows for a free-play exercise that is reactive to the performance of the student and allows them a guided experiential learning event to unfold so that each exercise becomes a unique learning environment specifically suited to the performance and capabilities of the student.

Role player support is required for the following courses:

PSYOP Qualification Course:

o Black Knight Exercise- three (3) classes per year o White Knight Exercise- three (3) classes per year

Civil Affairs (CA) Qualification Course - three (3) classes per year Robin Sage Mission Rehearsal Exercise- four (4) classes per year Robin Sage Culminating Exercises (CULEXs) - four (4) classes per year Survival, Evasion, Resistance, Escape (SERE)- sixteen (16) classes per year 18A - MOS and FTXs - four (4) classes per year 18A Cultural Adaptive Response Training (CART)- four (4) classes per year 18A Resistance Leader Round Robin - four (4) classes per year 18A PDSS FTX- four (4) classes per year 18A Foreign International Defense (FID FTX) - four (4) classes per year 18A UW Skills Exercise- four (4) classes per year Psychological Operations Assessment (POAS) - eight (8) classes per year Civil Affairs Assessments (CAAS) - nine (9) classes per year Special Operations Forces Assessment (SFAS) exercises - eight (8) exercises per year Tactical Skills- six (6) exercises per year

Full-time support includes various positions as required for the:

Traffic Management Office Exercise Support Cell- Camp Mckall, NC Exercise Support Cell- Range 37

The anticipated period of performance is for a one (1) month phase-in, 11-month base period and four (4) 12-month option periods. The place of performance will be Fort Bragg, NC and Camp McKall, NC. The phase-in period is anticipated to begin 28 January 2022.

The applicable NAICS code is 611519 "Other Technical and Trade Schools", with a small business size standard of $16.5 million.

The Government anticipates that this requirement will be set aside for Service-Disabled Veteran- Owned Small Business concerns and will be subject to the policies and procedures outlined in the Federal Acquisition Regulation (FAR), and as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the Special Operations Federal Acquisition Regulation Supplement (SOFARS).

It is estimated that the Request for Proposal (RFP) will be posted on/around 3 December 2021 for a minimum of 30 days. The attached DRAFT RFP is provided for planning purposes, however, is pending final review/approval.

The RFP and any subsequent documents will be accessible through the following site only:

https://www.sam.gov. All responsible sources are encouraged to submit a proposal at the designated date/time as indicated in the solicitation.

Potential offerors are responsible for monitoring the above site for the release of the RFP package and any subsequent amendments. No paper copies of the RFP will be mailed and telephone requests will not be honored.
