About this file

This document outlines ARPA (American Rescue Plan Act) funding compliance requirements and obligations for subrecipients of Virginia Department of Health (VDH) administered federal funds, specifically applicable to Water, Sewer, and Broadband infrastructure projects, including the Well Installation and Well Abandonment (WIIN-12_W&WA) initiative in Virginia. Subrecipients must adopt conflicts of interest policies preventing competitive bidding involvement in specification development, maintain comprehensive audit and financial management practices with public accessibility of audit reports, and ensure personnel availability for federal auditor interviews. Equipment purchased with federal funds requires insurance coverage equal to equipment value, detailed record maintenance including serial numbers and acquisition costs, and biennial physical inventory reconciliation. Contracting requirements mandate cost reduction incentives and clear processes for payment withholding and appeals procedures, while monitoring and reporting obligations include quarterly submissions within 30 days of quarter-end with specific data elements depending on project type.

Quarterly reporting for Water and Sewer projects must include NPDES permit numbers or Public Water System ID numbers as applicable, while Broadband projects require speeds, pricing tiers, technology specifications, fiber mileage, cost-per-mile and cost-per-passing data, and projected household and institutional access increases. Onsite technical inspections and certified completion percentages are mandatory for construction projects, with subrecipients required to notify VDH of any significant impacts from unforeseen events. Labor documentation requirements apply to projects exceeding $10 million. At project completion, subrecipients must remit unused supplies valued over $5,000 to VDH. All requirements derive from 2 CFR Part 200 (Uniform Guidance) and SLFRF (State and Local Fiscal Recovery Fund) Compliance and Reporting Guidance, ensuring federal accountability and transparent stewardship of recovery funds.
