About this file

This document is a Certification of Restrictions on Lobbying form issued by the Maine Department of Transportation in connection with a federal contract opportunity for 26,500 new treated rail cross-ties. The certification requires an authorized official to affirm that no federal appropriated funds have been paid or will be paid to any person for the purpose of influencing officers or employees of any federal agency, members of Congress, or congressional staff in connection with the awarding of this federal contract or any modification thereof. The form serves as a prerequisite for entering into the transaction and must be completed and submitted by bidders or prime contractors prior to contract award.

The document includes provisions requiring the reporting entity to disclose any lobbying activities conducted with non-federal funds by submitting Standard Form-LLL in accordance with 31 U.S.C. Section 1352. All subrecipients and subcontractors at all tiers must be required to include identical certification language in their award documents and certify accordingly. Failure to file the required certification exposes the responsible party to civil penalties ranging from $10,000 to $100,000 for each violation. The form requires disclosure of the federal agency, program name, action number, award amount, lobbying registrant information, and individuals performing lobbying services, with all information subject to semi-annual reporting to Congress and public inspection.
