About this file

This is a Memorandum for Record documenting the modification and extension of a federal solicitation. Solicitation FA301626Q0114 for Armory Sanitation Services, issued by the Department of the Air Force 502D Air Base Wing at Joint Base San Antonio, has been modified and extended due to non-reasonable pricing in the initial round of proposals. The solicitation was originally designated as a 100% HUBZone small business set-aside, which substantially limited competition and resulted in quotes exceeding the Independent Government Cost Estimate by a significant margin. To address this issue and ensure fiscal responsibility, the Contracting Officer has modified the solicitation to broaden the competitive pool.

The modified solicitation remains a 100% Small Business set-aside, with a new deadline of Friday, 17 July 2026 at 4:00 PM CDT on SAM.gov. All other terms and conditions of the original solicitation remain unchanged. The memorandum was issued on 10 July 2026 by Belinda B. Tindal, Contracting Officer with 502 CONS/PKBA.

502D AIR BASE WING

JOINT BASE SAN ANTONIO

MEMORANDUM FOR RECORD

FROM: 502 CONS/PKBA

SUBJECT: Amendment 0002 Modify and Extend Solicitation FA301626Q0114 – Armory Sanitation Services

1. The purpose of this memorandum is to formally document the modification and extension of Solicitation FA301626Q0114 for Armory Sanitation Services due to the determination of non-reasonable pricing among the received proposals. While the acquisition was initially designated as a 100% HUBZone small business set-aside, this restriction significantly limited competition within the marketplace. Consequently, the quotes received exceeded the established Independent Government Cost Estimate (IGCE) by a substantial margin, leading the Contracting Officer to conclude that the pricing was fair and unreasonable. To ensure fiscal responsibility and secure competitive pricing, the Contracting Officer has elected to modify this solicitation, which will help broaden the competitive pool to foster increased participation and yield fair and reasonable offers.

2. Solicitation FA301626Q0114 – Armory Sanitation Services will be extended on SAM.gov as a 100% Small Business set-aside until Friday, 17th July 2026 at 4:00 PM

CDT.

3. All other terms and conditions remain unchanged.
