Addendum to RFO 52.212-2 Evaluation – Commercial Items:

Basis for Award: The Government intends to award one Firm Fixed Price contract for this acquisition. Award will be made to technically acceptable Offerors who are deemed responsible in accordance with RFO 9.104-1 and whose quote conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, and all other information required by this quote. Unless specifically identified in your quote, by submission of its quote, the Offeror accedes to all solicitation requirements, including terms and conditions, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in a quote being determined ineligible for award. This contract will be awarded as Firm Fixed Price

(FFP).

Evaluation Process: The evaluation factor and process to be used is listed below.

Evaluation Factors: In evaluating quotes, the Government will select the quote that is most advantageous to the Government. To arrive at a decision, each quote will be assessed in accordance with the following evaluation factors for the award:

1. Technical Acceptability

2. Price

Evaluation Factor: As allowed by RFO 15.103-2, the Lowest Price Technically Acceptable (LPTA) approach shall be applied when it is in the Government’s best interest to award to the offeror that submits a technically acceptable proposal with the lowest evaluated price. The Government shall make a determination of technical acceptability, based upon meeting requirements outlined as listed on the Performance Work Statement and this solicitation. The following factors shall be used to evaluate offers:

a. Technical Acceptability – Technical capability will be determined based on contractor’s technical data as outlined within the specification details. The government’s evaluation team shall evaluate the technical data on a pass/fail basis, assigning a rating of Acceptable or Unacceptable. Only those quotations determined to be technically capable of performing the required task will be evaluated on price. If the quotation received is determined to be unacceptable, the vendor will be excluded from competition and will not be considered for award.

• Submit product descriptions for each item being quoted. The offeror shall submit products that match the specifications in Attachment 1, Armory Sanitizing Service - FA301626Q0114 - Performance Work Statement.

b. Price (Total) – The total price shall include the quoted price unit and extended prices to include discounts. The total price shall include discount terms and total Firm-Fixed Price to be eligible for consideration of award. All pricing will remain valid from the date of submission for 60 days. Price will be evaluated based on LPTA. If three (3) or more quotes are received, the government will evaluate the three (3) lowest priced quotes for technical acceptability, however the government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest.

Options (if applicable): The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

Notice of Award: A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Quotes will be reviewed to ensure that all items have been priced. Quoters that submitted prices for ALL line items will initially be ranked based on total evaluated price (TEP). TEP will be determined by adding all the line items unit prices for an overall amount, and then all quotes will be ranked lowest to highest. Quotations should contain the offeror’s best terms on a price and technical capability standpoint.

Interchanges. The government intends to award without interchanges, however, reserves the right to conduct interchanges if deemed in its best interest.

***Only the three (3) lowest quotes deemed technically acceptable will be considered for evaluation for award***
