Contractors must maintain 24/7 availability with a guaranteed 30-minute response time and maximum two-hour response window for all service calls. Pricing must be submitted in rate table format specifying meter drop charges, per-mile rates, wait time charges, no-show and cancellation fees, and wheelchair hook-up charges with all applicable surcharges. Insurance requirements include general liability coverage with a combined single limit of $1,000,000 per occurrence and automobile liability insurance of $1,000,000 per occurrence ($2,000,000 when transporting non-employee passengers). Vehicles must comply with Americans with Disabilities Act requirements and accommodate wheelchairs, walkers, and durable medical equipment. Drivers must possess valid driver's licenses, CPR certification, and First Aid certification from the American Heart Association. Evaluation criteria include qualifications and experience (35 percent), technical capabilities including scheduling and compliance (30 percent), cost (30 percent), and references (5 percent). Proposers must register with the County's Electronic Procurement Network (ePro) and provide three references demonstrating prior contract performance with similar entities.
