CCDC ARMAMENTS CENTER INFECTIOUS DISEASE
MITIGATION AND RECOVERY PLAN
1. PURPOSE:
The purpose of this CCDC Armaments Center Infectious Disease Mitigation and Recovery Plan
(hereafter referred to as the Plan) is to provide guidance to personnel in order to respond effectively to a pandemic disease outbreak and protect human health and safety. The Plan invokes the implementation of additional infectious disease provisions that supplement existing/approved Standard Operating Procedures
(SOPs) during the time of an infectious disease outbreak or pandemic. The Plan may be activated and remain in effect during elevated health protection condition levels. The Plan will be activated under the authority of the CCDC Armaments Center Director. The CCDC Armaments Center Director shall communicate to the workforce when this Plan is placed into effect, and when the Plan is suspended and no longer needed.
2. SCOPE:
The scope of the Plan outlines and defines CCDC Armaments Center’s infectious disease mitigation and recovery process, which includes implementation of basic infection mitigation measures. The Plan promotes implementation of appropriate infectious disease mitigation strategies such as administrative controls, engineering and operations safe work practices, and personnel protection in efforts to mitigate the spread of infectious disease. The Plan also describes the prompt identification and isolation of infected personnel, and contact tracing in order to identify and provide communication with other potentially affected personnel. 3. APPLICABILITY:
The Plan applies to all CCDC Armaments Center employees and all other personnel (government, contractor or visitors), who request access to any CCDC Armaments Center work areas across all geographic sites.
4. MITIGATION AND RECOVERY STRATEGY:
The infectious disease mitigation and recovery strategy is focused on ensuring the safety of the workforce as the primary objective. The infectious disease mitigation strategy for this pandemic primarily utilizes https://ardec.aep.army.mil/sites/RMO/SitePages/Main.aspx social distancing techniques, use of face covering and enhanced cleaning to minimize the potential for transmission of the disease based upon guidance primarily from the Army Public Health Command
(APHC) and the Center for Disease Control (CDC). The recovery strategy consists of a deliberate, gradual return to the worksite, with infectious disease mitigation strategies implemented, based upon the infectious disease conditions on-post and in the surrounding communities. Starting from a position where nearly all personnel are teleworking, there will be a deliberate gradual progression from work for limited mission critical programs to work that cannot be done effectively on a telework basis, progressing gradually to a broader return of the workforce to a general return to post as shown in Figure 1 below. If there is a further infectious disease outbreak and conditions worsen, work on-post would once again be further limited until conditions improve.
Decisions regarding when it is safe for personnel to return to post and general return to post guidelines will be made by the CCDC Armaments Center Director under advisement from the Center Executive
Directors. Details such as establishing specific program priorities, deliberate risk assessment and process implementation details will be determined by the Center Executive Directors and executed by their respective management chains of command.
This Plan is an annex to the overarching CCDC Armaments Center Continuity of Operations (COOP)
Plan. It is considered a living document and will be updated as necessary based upon new information regarding: (a) the infectious disease and how it is transmitted, (b) pandemic conditions within the community, (c) risk mitigation lessons learned, and (d) impacts on mission effectiveness.

5. MISSION ACCOMPLISHMENT AND REASONABLE ACCOMODATION:
While the Plan remains in effect, supervisors are directed to offer maximum workforce flexibility for ensuring the safety and well-being of all personnel while accomplishing priority mission requirements.
Supervisors will clearly articulate to subordinate personnel all risk mitigation strategies being implemented in their respective work area and across the post. Supervisors will receive and provide through their chain of command any concerns raised by their employees.
The Equal Employment Opportunity Commission (EEOC) has advised that a request for situational telework by an employee, stating he or she is at high risk (older adults and people of any age who have serious underlying medical conditions), is to be considered a request for reasonable accommodation while this Plan is in effect. If an employee self-identifies as high risk, either for personal reasons or because they have a family member in their household who is considered high risk, and requests situational telework, the supervisor must grant their request as a reasonable accommodation for as long as this Plan remains in effect. Likewise, if an employee self-identifies as unable to comply with one or more rule or guideline associated with this Plan or its implementation, such concerns shall also be treated as a request for reasonable accommodation. Upon a request for reasonable accommodation, supervisors will immediately contact the Equal Employment Opportunities (EEO) office to initiate the reasonable accommodation process. As with any request for a reasonable accommodation, the requesting employee is not entitled to his or her accommodation of choice, and the supervisor must engage in an interactive discussion with the employee to reach agreement as to an acceptable accommodation.
6. DELIBERATE RISK ASSESSMENT:
Center Executive Directors will perform an infectious disease deliberate risk assessment of their operations based upon CCDC Armaments Center Infectious Disease Risk Mitigation Guidelines established in accordance with Army Public Health Command and Center for Disease Control Guidelines for the current infectious disease threat. The management chain will determine how to implement these guidelines in the specific buildings/areas in coordination with other tenants of shared buildings.
7. GENERAL PROVISIONS:
A. AUTHORIZATION TO GO ON-POST:
The Senior Installation Commander for the worksite location will prescribe post entry requirements based on the current HPCON level, and outline what Garrison functions and Emergency Response services are to be made available. In addition, the Senior Installation Commander may designate entry restrictions to specific buildings or areas. In full compliance with these restrictions, each Center
Executive Director must evaluate, approve, and document organizational personnel requests to enter the post to satisfy critical mission requirements or for any mission-related reason in accordance with guidance provided by the CCDC Armaments Center Director.
B. PURCHASING OF SUPPLIES:
The purchasing of non-critical supplies shall be restricted while this Plan is in effect, in order to minimize potential on-post exposure of personnel for shipping and receiving purposes. Only mission critical supplies and long-lead materials will be purchased as approved at the Competency
Director/Office Chief Level in accordance with all applicable supplementary guidance put in place while this Plan is in effect.
C. SHIPPING/RECEIVING:
The Senior Installation Commander of the worksite may impose additional shipping and receiving restrictions during the pandemic event. However, if shipping and receiving activity is allowed, shipping/receiving of mission critical items will be approved at the Competency Director/Office
Chief Level in accordance with all applicable supplementary guidance provided by the Center
Executive Directors. When deemed safe by the CCDC Armaments Center Director, organizations will arrange to pick up mail and central receiving point deliveries on a weekly basis and personnel access will be controlled through established post access authorization procedures. Acceptance procedures for all deliveries shall require a material quarantine period as determined by the specific pandemic event. The quarantine period may be reduced for items requiring immediate processing or secure storage provided appropriate disinfecting procedures as determined to be appropriate for the pandemic event are in place.
D. MONITORING OF INFRASTRUCTURE:
CCDC controlled buildings will be checked and building status reported weekly to the installation
Garrison when deemed safe by the CCDC Armaments Center Director. Whenever possible, these building checks will be done in conjunction with other mission critical activities and personnel access will be controlled through the established post access authorization procedures.
E. OCCUPANCY AND BUILDING ACCESS RESTRICTIONS:
Recurring occupancy of a building may commence once affected Competency Director(s)/Office
Chief(s) and the Risk Management Office have successfully conducted a Risk Mitigation
Implementation Readiness Review for the building/area to ensure: (a) infectious disease implementation will be in compliance with the CCDC Armaments Center Infectious Disease Risk
Mitigation Guidelines, (b) required training has been completed and (c) necessary supplies are available. After which time, work will be allowed to proceed in a particular building or area with the approval of the affected Center Executive Director(s). While this Plan is in effect even with such approvals, supervisors shall continue to minimize on-site occupancy to the maximum extent possible by analyzing work efforts to ensure only priority activities that require post access allowed.
F. TRAVEL:
Travel restrictions will be in accordance with CCDC Armaments Center (or higher HQ) Directives.
At a minimum, travel should be minimized to the fullest extent possible with the following order of precedence: (a) avoid travel entirely, (b) travel by car without other passengers, (c) travel by car with other passengers, and (d) travel by airline. While this Plan is in effect, the supervisor is not to pressure any individual to travel for any reason. Supervisors shall review the mode of travel as well as the preparedness of the travel destination to follow prudent pandemic risk mitigation guidelines.
G. TRAINING:
All employees and onsite contractors shall: (a) be informed of the disease threat and (b) take the required CCDC Armaments Center infectious disease training. Training will be https://ardec.aep.army.mil/sites/RMO/SitePages/COVID19Training.aspx acknowledged in the TEDS system for employees and through the Contracting Officer Representative for onsite contractors. Transient visitors who do not routinely work in the building/area will receive building specific implementation orientations prior to entering the CCDC Armaments Center work areas.
H. AWARENESS AND COMMUNICATIONS:
While this Plan is in effect, the Armaments Center will employ robust communications throughout the organization. Workforce communications shall describe the mitigations taken by the Armaments
Center and include a continuous process to solicit and address concerns from the workforce.
Communications shall also ensure coordination with the appropriate installation Garrison on all matters involving infrastructure. Customer communications shall include customer outreach to synthesize a single message regarding program priorities and prevent customer pressure on the workforce.
As a communications aid, standardized signage templates shall be developed for use across
Armaments Center occupied buildings and areas. The signage shall include reminders of reporting requirements, hygiene, and social distancing guidelines as well as building specific protocols.
8. SPECIFIC PROVISIONS FOR COVID-19:
A. REPORTING AND RESPONSE TO COVID-19 SYMPTOMS:
If an employee/transient shows symptoms or tests POSITIVE for COVID-19 (e.g., fever, cough, muscle aches, fatigue, headache, and/or abdominal pain), he/she shall contact their government supervisor. The employee/transient should follow up with their Primary Care Provider (PCP).
If an employee is at home exhibiting symptoms (e.g., fever, cough, muscle aches, fatigue, headache, abdominal pain), they shall report their signs and symptoms via phone or email to their supervisor.
The supervisor will direct the employee to stay home in telework status. If the employee is unable to work because of illness, or prefers not to work from home, the employee will be required to take leave. The symptomatic employee will follow up with their primary care physician and shall not return to post until complying with the established post return guidelines.

Supervisors must report the employee who became symptomatic and/or tested positive, as well as, those who were potentially exposed to the employee. Supervisor will follow the CCDC Armaments
Center COVID-19 Reporting Process. This is a time critical process which needs to be completed as quickly as possible. Supervisors are required to review the guidance/training located on the CCDC

Command guidance.

B. BUILDING EMERGENCY ACTION:
If an individual becomes symptomatic while on-post, employees will follow emergency procedures as prescribed by the Building Emergency Action Plan (EAP). Building Managers will respond and coordinate procedures to protect occupants from building areas or surfaces infected by COVID-19 positives based on trace location data provided by the employee’s supervisor.
9. PLAN CHANGE AND WAIVER PROCESS:
This Plan is subject to change based upon OPM, DOD, and DA guidance. Changes to this Plan may be accomplished through entire revision or changing of specific provisions by addendum or change notice based upon new information regarding: (a) the infectious disease and how it is transmitted, (b) pandemic conditions within the community, (c) risk mitigation lessons learned, and (d) impacts on mission effectiveness. Changes to this Plan will be approved by the CCDC Armaments Center Director.
Waivers to any provisions of this Plan in a particular building or area are to be submitted through the
Chain of Command and the CCDC Armaments Center Risk Management Office to the Center Executive
Director(s) of the affected Center(s). If a building is occupied by organizations of more than one Center, all the affected Center Executive Directors must approve or the waiver will not be approved.
