For Building 3150 Crane Upgrade

1. Objective: The Manufacturing and Prototype Technology Division’s Rapid Prototyping Facility and machine shop has been, and continues to be responsible for the fabrication of urgently needed prototype material. The new overhead cranes will provide much needed material handling capability to properly support production and R&D prototypes of various metal parts for the CCDC AC Prototyping Facility and machine shop. The existing Shepard Niles cranes in Building 3150 were installed during original facility construction in the 1940’s.

2. This effort will also include installation and training of (6) Overhead Bridge Cranes and the removal of (3) Existing Overhead Cranes.

2.1 Base Contract - 3150 BAY C - Installation of one (1) new 5-Ton Overhead Bridge Crane on existing rails. Includes the Removal of two (2) existing Shepard Niles Bridge Cranes No. 62522 and No. 61998.

2.2 Option 1 – 3150 BAY A – Installation of one (1) new 5-Ton Overhead Bridge Crane on existing rails. Includes the Removal of the existing Shepard Niles Bridge Crane No.61999.

2.3 Option 2 – 3150 BAY B - Installation of one (1) new 15-Ton Overhead Bridge Crane on existing rails. Slide existing Shepard Niles Crane (No. 61996) eighty (80) feet down rails toward the north end of building 3150.

2.4 Option 3 – 3150 Shipping and Receiving – Installation of a new structure on existing footings (Current footings are designed for an overhead crane/runway rail). This system shall be designed to include two (2) bridges, one (1) 5-Ton Overhead Bridge Crane is required for this option. The other bridge to be installed in Option 4. The Runway Rail will allow the bridge to be installed greater than 25 feet high.

2.5 Option 4 - 3150 Shipping and Receiving - Installation of one (1) new 20 -Ton Overhead Bridge Crane on existing rails installed in Option 3.

2.6 Option 5 – Building 302. Installation of one (1) new 5-Ton Overhead Bridge Crane on existing rails.

3. Applicable Documents: N/A

4. Requirements:

4.1 Base Contract - 3150 BAY C – The contractor shall provide one new 5-Ton Overhead bridge Crane for use on existing runway beams. The Contractor shall remove and dispose of the existing 20ton/3ton Shepard Niles Bridge Crane as well as a 3ton Shepard Niles Bridge Crane. Contractor shall remove all existing old electrical conductors/down shop conductors from existing Shepard Niles crane systems. This work shall meet the following Performance Requirements. All final dimensions and measurements are the responsibility of the contractor. All length measurements listed below are close estimates for budgetary purposes.

4.1.1 Lifting Capacity: Rated Load of 5 ton (10,000 Pounds)

4.1.2 Lift Height: Minimum 15 feet, hook must reach the shop floor

4.1.3 Runway Length: Entire Length of machine shop area approximately 350 feet

4.1.4 Hoist Speed: At least 2 speeds, fast and slow

4.1.5 Trolley and bridge Speed: Capability to travel at least 50 Feet Per Minute

4.1.6 Bridge to be installed on the existing runway beams. Span is approximately 60 feet.

4.1.7 Electrical: Operations shall work with 480 Volts 3-Phase, 60 Hertz

4.1.8 Electrical: Requires new electric downshop conductors the entire length of the runway, approximately 350 feet

4.1.9 Electrical: 480 volt disconnect at ground level

4.1.10 Operation: Remote-Operated Crane, all movement controlled from a Wireless Remote/wireless pendant.

4.1.11 Anti-Collision Capability: Slow down and stop functionality to avoid indoor structures.

4.1.12 End of travel stops are to be provided and installed by vendor

4.1.13 Hoist NEMA Rating: NEMA 3R

4.1.14 Hoist Duty Group: ASME Class H4

4.1.18 The Crane shall meet all applicable OSHA standards

4.1.19 The removal of the existing 20ton/3 ton Shepard Niles Crane shall be performed outside of business hours which are 6:00am to 5:00pm Monday through Friday.

4.1.20 The removal of the existing 3 ton Shepard Niles Crane shall be performed outside of business hours which are 6:00am to 5:00pm Monday through Friday.

4.1.21 All Shepard Nile Crane components including electrical conductors and wiring shall be removed from site and properly disposed of by the contractor.

4.1.22 All necessary rigging equipment to be supplied by the contractor.

4.1.23 New Crane bridge and electrical components may be installed during business hours with restricted safety area around construction meeting OSHA standards.

4.2 Option 1 – 3150 BAY A – The contractor shall provide one new 5-Ton Overhead Bridge Crane for use on existing runway beams. The Contractor shall remove and dispose of the existing 15ton/3 ton Shepard Niles Crane which includes the entire bridge. Contractor shall remove all existing old electrical conductors/down shop Conductors from existing Shepard Niles crane system. This work shall meet the following Performance Requirements. All final dimensions and measurements are the responsibility of the contractor. All length measurements listed below are close estimates for budgetary purposes.

4.2.1 Lifting Capacity: Rated Load of 5 ton (10,000 Pounds)

4.2.2 Lift Height: Minimum 15 feet, hook must reach the shop floor

4.2.3 Runway Length: Entire Length of machine shop area about 375 feet

4.2.4 Hoist Speed: At least 2 speeds, fast and slow

4.2.5 Trolley and bridge Speed: Capability to travel at least 50 Feet Per Minute

4.2.6 Bridge to be installed on the existing runway beams. Span is approximately 60 feet

4.2.7 Electrical: New Crane shall integrate with the newer electrical conductors on east side of raceway

4.2.8 Electrical: Operations shall work with 480 Volts 3-Phase, 60 Hertz

4.2.9 Electrical: Existing modern electric raceway on east side of Bay A shall be extended to use with this crane adding approximately 210 feet to existing downshop conductors. Contractor shall verify existing feed for downshop conductors and upgrade as necessary.

4.2.10 Operation: Remote-Operated Crane, all movement controlled from a Wireless Remote/wireless pendant.

4.2.11 Anti-Collision Capability: Slow down and stop functionality to avoid indoor structures.

4.2.12 End of travel stops are to be provided and installed by vendor

4.2.13 Hoist NEMA Rating: NEMA 3R

4.2.14 Hoist Duty Group: ASME Class H4

4.2.19 The removal of the existing 15ton/3 ton Shepard Niles Crane shall be performed outside of business hours which are 6:00am to 5:00pm Monday through Friday.

4.2.20 All Shepard Nile Crane components including electrical conductors and wiring shall be removed from site and properly disposed of by the contractor.

4.2.21 All necessary rigging equipment to be supplied by the contractor.

4.2.22 New Crane bridge and electrical components may be installed during business hours with restricted safety area around construction meeting OSHA standards.

4.3 Option 2 – 3150 BAY B - The contractor shall provide one (1) new 15-Ton Overhead Crane on existing runway beams. The Contractor shall Slide existing Shepard Niles Crane 50 ton crane eighty (80) feet to the north end of the building out of the way for the installation and operation of the new bridge Crane. Contractor shall remove all existing old electrical conductors/down shop Conductors from existing Shepard Niles crane system. This work can be performed during normal business hours. This work shall meet the following Performance Requirements. All final dimensions and measurements are the responsibility of the contractor. All length measurements listed below are close estimates for budgetary purposes.

4.3.1 Lifting Capacity: Rated Load of 15 ton (30,000 Pounds)

4.3.2 Lift Height: Minimum of 25 feet, hook must reach the shop floor.

4.3.3 Runway Length: Entire Length of machine shop area, about 430 feet

4.3.4 Hoist Speed: At least 2 speeds, fast and slow

4.3.5 Trolley and bridge Speed: Capability to travel at least 50 Feet Per Minute

4.3.6 Bridge to be installed on the existing runway beams. Span is approximately 60 feet.

4.3.7 Electrical: New Crane shall integrate with the new electrical conductors on east side of raceway. If 15 ton crane requires larger raceway conductors, contractor shall supply and install full length of Bay B.

4.3.8 Electrical: Operations shall work with 480 Volts 3-Phase, 60 Hertz. If feeder circuit and fused disconnect is required to be upgraded, contractor shall supply and install.

4.3.9 Electrical: Existing modern electric raceway on east side of Bay B shall be extended to use with this crane adding approximately 100 feet to existing downshop conductors. Contractor shall verify existing feed for downshop conductors and upgrade as necessary.

4.3.10 Operation: Remote-Operated Crane, all movement controlled from a Wireless Remote/wireless pendant.

4.3.11 Anti-Collision Capability: Slow down and stop functionality to avoid indoor structures.

4.3.12 End of travel stops are to be provided and installed by vendor

4.3.13 Hoist NEMA Rating: NEMA 3R

4.3.14 Hoist Duty Group: ASME Class H4

4.3.20 All necessary rigging equipment and disposal needs to be supplied by the contractor.

4.3.21 New Crane bridge and electrical components may be installed during business hours with restricted safety area around construction meeting OSHA standards

4.4 Option 3 – 3150 Shipping and Receiving – The contractor shall design and install new runway column and runway beam/rail structure on existing footings. The existing footings were designed for an overhead crane/runway rail system. This system shall be designed to include two bridges approximately 45 feet wide on common rails, a 5-Ton Overhead Crane, and a 20-Ton Overhead Crane (option 4). Each crane shall have the capability to lift a minimum of 25 feet high. This work shall meet the following Performance Requirements. All final dimensions and measurements are the responsibility of the contractor. All length measurements listed below are close estimates for budgetary purposes.

4.4.1 New Runway and New Rail system designed, supplied, and installed by contractor on existing footings, footing positions must be verified and measured by contractor.

4.4.2 Lifting Capacity: Rated Load of 5 ton (10,000 Pounds)

4.4.3 Minimum Lift Height: 25 feet each, hooks must reach shop floor.

4.4.4 Runway length: approximately 140 feet wall to wall

4.4.5 Hoist Speed: Crane shall have at least 2 speeds; fast and slow

4.4.6 Trolley and bridge Speed: At least 50 Feet Per Minute each

4.4.7 Electrical: Operations shall work with 480 Volts 3-Phase, 60 Hertz

4.4.8 Electrical: 480 volt busbar connection at the north end of run. Disconnect must be at ground level

4.4.9 Operation: Remote-Operated Crane, all movement controlled from a Wireless Remote/wireless pendant. Each bridge shall have a separate independent remote/pendant.

4.4.10 Anti-Collision Capability: Slow down and stop functionality to avoid any indoor structures. Including a system to avoid bridge to bridge collision.

4.4.11 End of travel stops are to be provided and installed by vendor

4.4.12 Hoist NEMA Rating: NEMA 3R

4.4.13 Hoist Duty Group: ASME Class H4

4.4.14 Trolley Duty Group: CMAA Class C

4.5 Option 4 – 3150 Shipping and Receiving - The contractor shall provide one (1) new 20 -Ton Overhead Crane on existing runway beams designed and installed during option 3. This work shall meet the following Performance Requirements. All final dimensions and measurements are the responsibility of the contractor. All length measurements listed below are close estimates for budgetary purposes.

4.5.1 Lifting Capacity: Rated Load of 20 ton (40,000 pounds)

4.5.2 Bridge Position: The 20 ton Crane shall be installed closest to internal of the building North Side of building 3150.

4.5.3 Minimum Lift Height: 25 feet each, hooks must reach shop floor.

4.5.4 Runway approximately 140 feet wall to wall

4.5.5 Hoist Speed: Crane shall have at least 2 speeds; fast and slow

4.5.6 Trolley and bridge Speed: At least 50 Feet Per Minute each

4.5.7 Electrical: Operations shall work with 480 Volts 3-Phase, 60 Hertz. Electrical Raceway shall be installed full length of rails.

4.5.8 Electrical: 480 volt busbar connection at the north end of run. Disconnect must be at ground level

4.5.9 Operation: Remote-Operated Crane, all movement controlled from a Wireless Remote/wireless pendant. Each bridge shall have a separate independent remote/pendant.

4.5.10 Anti-Collision Capability: Slow down and stop functionality to avoid any indoor structures. Including a system to avoid bridge to bridge collision.

4.5.11 End of travel stops are to be provided and installed by vendor

4.6 Option 5 - Building 302 The contractor shall provide one new 5-Ton Overhead Bridge Crane for use on existing runway beams. This work shall meet the following Performance Requirements. All final dimensions and measurements are the responsibility of the contractor. All length measurements listed below are close estimates for budgetary purposes.

4.6.1 Lifting Capacity: Rated Load of 5 ton (10,000 Pounds)

4.6.2 Lift Height: Minimum 15 feet, hook must reach the shop floor

4.6.3 Runway Length: Entire Length of machine shop area about 435 feet

4.6.4 Hoist Speed: At least 2 speeds, fast and slow

4.6.5 Trolley and bridge Speed: Capability to travel at least 50 Feet Per Minute

4.6.6 Bridge to be installed on the existing runway beams. Span is approximately 28.5 feet

4.6.7 Electrical: Operations shall work with 480 Volts 3-Phase, 60 Hertz

4.6.8 Operation: Remote-Operated Crane, all movement controlled from a Wireless Remote/wireless pendant.

4.6.9 Anti-Collision Capability: Slow down and stop functionality to avoid indoor structures.

4.6.10 End of travel stops are to be provided and installed by vendor

4.7 Installation and Acceptance

Delivery and installation for all components of this effort are to be in-place on Government specified existing girders and footings located in Buildings 3150 and 302, Picatinny Arsenal, NJ 07806-5000.

Appropriate electrical source will be available at the points of crane operations. Contractor is required to splice into the existing electrical supply.

Contractor is responsible for all supplementary services for delivery and installation such as transportation, rigging, etc. This includes disposal and removal of all materials from buildings 3150, 302 and the premises.

Acceptance of Overhead Cranes will be contingent upon proof of operation and OSHA Load Test Certification. Contractor must provide all proper equipment to conduct Load Test (CDRL A005).

4.8 Training

The contractor shall provide operators training of a minimum of (3) CCDC-Armaments Center personnel for each crane being delivered and installed.

The contractor shall develop validated training materials and training criteria (e.g., desired learning outcomes and performance goals) to verify training effectiveness. The government will review the training materials and criteria for content and clarity before the training.

5. Deliverables: The contractor shall provide the following machines and documentation:

5.1 Base Contract - 3150 BAY C - Installation of one (1) new 5-Ton Overhead Bridge Crane on existing rails. Includes the Removal of two (2) existing Shepard Niles Bridge Cranes No. 62522 and No. 61998. Delivery shall be no more than 26 weeks from contract award.

5.2 Option 1 – 3150 BAY A – Installation of one (1) new 5-Ton Overhead Bridge Crane on existing rails. Includes the Removal of the existing Shepard Niles Bridge Crane No.61999. Delivery shall be no more than 26 weeks from contract award.

5.3 Option 2 – 3150 BAY B - Installation of one (1) new 15-Ton Overhead Bridge Crane on existing rails. Slide existing Shepard Niles Crane (No. 61996) eighty (80) feet down rails toward the north end of building 3150. Delivery shall be no more than 26 weeks from contract award.

5.4 Option 3 – 3150 Shipping and Receiving – Design and Installation of a new structure on existing footings (Current footings are designed for an overhead crane/runway rail). Installation of one (1) 5-Ton Overhead Bridge Crane. The Runway Rail will allow the bridge to be installed greater than 25 feet high. Delivery shall be no more than 26 weeks from contract award.

5.5 Option 4 – 3150 Shipping and Receiving – Installation of one (1) 20-Ton Overhead Bridge Crane. The Runway Rail will allow the bridge to be installed greater than 25 feet high. Delivery shall be no more than 26 weeks from contract award.

5.6 Option 5 – Building 302. Installation of one (1) new 5-Ton Overhead Bridge Crane on existing rails. This includes removal of existing crane. Delivery shall be no more than 26 weeks from contract award.

5.7 The contractor shall provide a Certificate of Compliance (DI-MISC-81356A), CDRL A001, with the delivery of each piece of equipment.

5.8 Accident/Incident. The contractor shall report immediately any major accident/incident (including fire). The contractor shall prepare an Accident/Incident report (DI-SAFT-81563), CDRL A002, for each incident.

5.9 The contractor shall supply one set of operation and maintenance manuals (DI-TMSS-80384), CDRL A003, with each piece of equipment and a complete duplicate set on CD with the rights to print more copies as needed.

5.10 One set of contractor developed training materials for each crane bridge will be provided to the government 30 days before the scheduled training (DI-TMSS-80384), CDRL A003. The contractor shall complete the required training as identified in section 4.7.

5.11 The contractor shall complete all security training as listed is section 6 and provide a certification of completion (DI-MISC-80678) A004, for each employee visiting Picatinny.

5.12 The contractor shall supply proof of operation and OSHA Load Test Certification for each crane system (DI-MISC-80678) CDRL A005.

6. General Information:

6.1 Contract Information: This is a firm fixed price contract.

6.2 Security Classification Level: UNCLASSIFIED

6.3 Period of Performance: The period of performance will be 12 months from contract award for the base contract. During this time any of the options may be exercised. The period of performance for each option shall be 12 months from the contract award of that option.

6.4 Place of Performance: The cranes shall be built at the contractor’s facility and be installed at Picatinny Arsenal.

6.5 Government Furnished Equipment: None

6.6 Government Technical Point of Contact: TBD

6.7 Government WAWF Acceptor: TBD

6. Security:

6.1. AT Level I Training: “All contractor employees, including subcontractor employees, requiring access to Department of Defense installations, facilities, or controlled access areas shall complete AT Level I awareness training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies and within 12 months prior to travel outside of the US, then annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the contracting officer, within 14 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at http://jkodirect.jten.mil/ ."

6.2. Access and General Protection/Security Policy and Procedures: “All contractor employees, including subcontractor employees, shall comply with all installation and facility access and local security policies and procedures (provided by the Government representative), and security/emergency management exercises. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements (CFR clause 52.204-9, Personal Identity Verification of Contract Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. During FPCONs Charlie and Delta, services/installation access may be discontinued/postponed due to higher threat. Services will resume when FPCON level and or threat is reduced to an acceptable level as determined by the Installation Commander. Contractor personnel working on an installation are required to participate in the Installation Random Antiterrorism Measures Program as directed. Contractors may be subject to and must comply with vehicle searches, wearing of ID badges, etc. Failure to comply with policies and procedures could result in barred access onto the installation.”

6.3. iWATCH (See Something, Say Something) Training: “All contractor employees, including subcontractor employees, shall receive training and participate in the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the Contracting Officer (KO). This training shall be completed within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies, and then annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the contracting officer, (if a COR is not assigned) within 14 calendar days after completion of training by all employees and subcontractor personnel.” Slides available at https://www.milsuite.mil/book/docs/DOC-284984

6.4. For contractors that do not require CAC, but require access to a DoD facility or installation: “Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (Army Directive 2014-05/AR 190-13); applicable installation, facility and area commander installation and facility access and local security policies and procedures (provided by Government representative); or, at OCONUS locations, in accordance with status-of-forces agreements and other theater regulations.”

6.5. Export Control Laws/International Traffic in Arms Regulation: “DFARS Clause 252.225-7048, Export-Controlled Items applies to this effort. All documents determined to contain export controlled technical data will be marked with the following notice: WARNING: - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., App. 2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25.”

6.6. For Contracts That Require a Government Provided OPSEC Standing Operating Procedure/Plan. Requires the addition of: “The contractor is subject to compliance with the CCDC Armaments Center Operations Security Plan, per AR 530-1 (or DoDM 5205.02-M). This SOP/Plan will specify the government's critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it.”

6.7. For Contracts That Require OPSEC Training: “Per AR 530-1 (or DoDM 5205.02-M), new contractor employees, including subcontractor employees, must complete initial (Level I) OPSEC training within 30 calendar days of reporting for duty and must also complete annual OPSEC awareness training as provided by the appropriately designated OPSEC level II trained OPSEC Officer/Coordinator. The Contracting Officer Representative (COR) or Agreements Officer Representative (AOR) can request CCDC Armaments Center OPSEC training from CCDC Armaments Center OPSEC POC e-mail: usarmy.pica.rdecomardec.mbx.ardec-opsec@mail.mil.”

6.8. For Contracts that Involve the Public Release of Information: “Per AR 530-1 (or DoDM 5205.02-M), an OPSEC review is required prior to all public releases. All government information intended for public release by a contractor will undergo a government OPSEC review prior to release.”

7. Environmental:

7.1. The contractor shall adhere to all local, county, state, Army and federal policies, directives, executive orders and regulations required including the following: 32 Code of Federal Regulations (CFR) Part 651, AR 200-1 (Environmental Protection and Enhancement), 40 CFR , and Picatinny Arsenal local policies/regulations in order to maintain environmental compliance for the duration of the contract. Local policies that must be adhered to include the Picatinny Environmental Bulletin and the Installation Environmental Policy. These documents can be found on the Picatinny Environmental Management System (PEMS) website (https://picac2w5.pica.army.mil/pems) or can be obtained from the KO/ GOVT POC.

7.2. The contractor shall comply with all Affirmative and Green Procurement policies and procedures when ordering materials. Picatinny’s Green Procurement Plan is located at https://picac2w5.pica.army.mil/pems/docs/GPProcedures.pdf or can be obtained from the KO/GOV’TPOC.

7.3. The contractor shall obtain all license and certification required by Federal, State, and Local environmental laws and regulations necessary to adhere to the specifications of this contract. The Contractor shall submit all plans, notifications, reports, submittal documents, and fees required by Federal, State, and Local environmental laws and regulations to the appropriate Federal, State, and Local authority and/or agency as necessary to adhere to the specification of this contract. All required licenses and certifications required by Federal, State, and Local environmental laws and/or regulations shall be considered a contract deliverable upon award.

7.4. The contractor shall submit to potential Federal, State, Army and installation work site environmental regulatory inspections and/or investigations into noncompliance, and fully cooperate with such inspections/investigations by providing the appropriate records and documentation. Environmental regulatory agencies are authorized by law to inspect any work site for environmental compliance with regulatory requirements. If an inspection is conducted, it will not stop or disrupt ongoing contract activities. The inspection will only require the work site environmental officer, or supervisor/manager to answer questions and/or escort the inspector to specific work site areas with the potential to affect environmental quality.

7.5. The contractor shall immediately report any nonconformance and/or noncompliance with applicable Federal, State or Local environmental laws, Army and installation environmental regulations or policies to the COR and DGR.

7.6. The contractor shall remove from the installation and dispose of all solid waste generated, which cannot be recycled to an approved and permitted off-post disposal facility. 11.1. Contractor shall make every effort to divert construction, demolition debris, and all other solid waste to comply with the Army Integrated Solid Waste Management Policy. 11.2. Prior to removing any waste from the installation for disposal, the Contractor shall coordinate with the installation Qualified Recycling Program (QRP) Manager, DGR, and COR to arrange for recyclable materials to be removed and diverted from the waste stream. 11. 3. Submit in writing the quantities of waste removed and recycled to the DGR and/or COR on a monthly basis. The submittal shall include the date of disposal/recycling, the disposal/recycling facility, the types of material disposed/recycled and the quantities of materials disposed/recycled by weight. 11. 4. The Contractor shall establish a program to promote cost-effective waste reduction in all operations and facilities covered by the contract. This includes collection, separation, and processing products or other materials recovered from solid waste streams for use in the form of raw materials. 11. 5. The Contractor shall make maximum effort to reduce and prevent waste.

7.7. The contractor shall adopt the installation's Spill Prevention Control and Countermeasures Plan (SPCC) if transporting, processing, storing, or in any way managing hazardous waste, hazardous material, petroleum-oils-lubricants, or other restricted items. In case of a spill, the person in control of the spill site or their designated representative shall take appropriate action to protect workers and bystanders; contain the spill (if it can be done safely); secure the spill site; restrict ignition sources; and immediately contact the installation Fire and Emergency Services (Fire Department).

7.8. The contractor shall when given a verbal and/or written notice of environmental noncompliance or nonconformance by the KO, take immediate corrective action. Failure or refusal to comply promptly may be grounds for the Contracting Officer to invoke the appropriate contractual remedies. This may cause all or part of the work to be stopped immediately until satisfactory corrective action has been taken.

8. Accident/Incident:

8.1. The contractor shall report immediately (within 24 hours) any major accident/incident (including fire) resulting in any one or more of the following: causing damage of Government property exceeding $10,000; affecting program planning or production schedules; degrading the safety of equipment under contract, such as property damage may be involved; identifying a potential hazard requiring corrective action which are related to this contract. The contractor shall prepare an Accident/Incident report for each incident. This report shall be submitted to the COR within 10 days of each incident. (CDRL A002)
