About this file
This document is a Brand Name Justification from the Department of the Air Force for the purchase of Armaflex Insulation at Tinker Air Force Base, Oklahoma. The project involves replacing missing, damaged, or defective pipe insulation in basement station corridors and tunnel bays 2-5, addressing issues of high humidity, condensation, and potential safety risks. The scope requires insulation with high ratings for low thermal conductivity, water vapor resistance, flame spread/smoke suppression, and antimicrobial protection.
Market research identified multiple insulation products meeting technical standards, including Armaflex, Aeroflex USA, and K-FLEX INSUL-SHEET. However, the document recommends Armaflex specifically due to its comprehensive performance characteristics. The justification is dated 7/29/2025, and the point of contact for further information is Melvyna Brewer from OC-ALC/OBCA, reachable at (405) 736-7693. The document was digitally signed by Melvyna Brewer and cites Federal Acquisition Regulation (FAR) 13.106(b)(1) as the basis for requesting a specific brand name.

SUBJECT: Brand Name Justification for ARMAFLEX INSULATION
1. The 76th MSXG has a requirement for the purchase of Armaflex Insulation or an Equivalent.
2. This project calls for the replacement of missing, damaged, or defective pipe insulation in Basement Station Corridors and Tunnel Bays 2 through 5. The Tunnel Bay 1 area piping was replaced using Armaflex insulation. Various mechanical piping that serves building processes is in the basement corridors/tunnels.
Existing piping includes process cooling water supply/return, calibration fluid, and heating water. Air supplied to the building basement tunnels is direct outside ventilation air that is not dehumidified. Typically, this results in high humidity, increased pipe condensation, damage to existing fiberglass pipe insulation, and increased risk of mold. The basement tunnels currently serve as an emergency egress location, and high dew point in the tunnels and increased formation of condensation result in moisture on the floor leading to potential safety issues.
The scope of this project is to install new pipe insulation that has the highest ratings regarding low thermal conductivity, high resistance to water vapor, flame spread and smoke and provide long term antimicrobial protection against the formation of mold, mildew, and the chemical degradation of the insulation material.
Armaflex has long been the manufacturer of choice for closed cell pipe insulation due to thermal, antimicrobial, water resistance characteristics, availability and installation procedures.
Armaflex is a closed cell, highly flexible material with high water vapor diffusion resistance, low thermal conductivity, and built-in antimicrobial protection. Armaflex meets and/or exceeds the following test standards:
• ASTM C177/C518 Thermal Conductivity
• ASTM E96 Water Vapor Permeability
• ASTM C209, ASTM C1763 Water Absorption
• ASTM E84, UL723 Flame Spread and Smoke Development
• UL181, ASTM G21/C1338 Mold Growth, Fungi Resistance
3. Market Research also identified multiple products that met some if not all of the test standards referenced above:
