About this file

This document is an Arjo Brand Name Justification for the Department of Veterans Affairs, specifically for the Wilmington VA Medical Center's Integrated Services Network (VISN 4). The procurement is for preventive maintenance and repair of 78 patient ceiling lifts, with a current inventory of 3 Arjo lifts, 4 Handicare lifts, 2 Medcare lifts, 1 Invacare, 3 Mobility Research, and 65 Prism lifts. The justification restricts competition for acquisitions valued below the Simplified Acquisition Threshold ($250K), based on the Original Equipment Manufacturer's (OEM) requirement that only OEM-trained and certified personnel can maintain Arjo ceiling lifts using OEM parts.

The market research identified two vendors capable of meeting the requirements, with Arjo Inc. (a large business) and another SDVOSB verified vendor both able to service all patient lifts at the Wilmington site. The contracting strategy consolidates maintenance for all lift types under the Arjo lifts' maintenance requirements to avoid administrative burden and inefficiencies of multiple contracts. The acquisition plan action ID is 36C244-26-AP-0979, with an effective date of 11/15/2024, and was prepared by a Contract Specialist and approved by the Contracting Officer from Services 3, NCO 4.

Arjo Brand Name Justification

Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID# 36C244-26-AP-0979

The current patient lift count is 3 Arjo lifts, 4 Handicare lifts, 2 Medcare lifts, 1 Invacare, 3 Mobility Research, and 65 Prism lifts. Except the 3 Arjo lifts, lifts can be serviced by other parties. Providing a second contract, then coordinating services, billing, and payment of a second contractor would significantly increase the administrative burden of this acquisition valued below the SAT. Given the low dollar value of the acquisition, separating the requirement into small actions is not warranted. The benefit to small businesses would likely be minimal unless the overall procurement value were higher and dividing the work would impose a disproportionate admininistrative burden with little to no benefit. It is more efficient and in the Government’s best interest to include the Handicare, Medcare, Invacare, Mobility Research, and Prism lifts with the 3 Arjo lifts that must be serviced by the OEM authorized vendor.

4. Description of market research conducted and results or statement why it was not conducted: Market research produced two vendors capable of meeting the requirements. A search on FPDS and Adds Up revealed prior contracts awarded to both the OEM and for repairs and maintenance of Arjo patient ceiling lifts.

Separating inspection, service, and repair of the other lifts would cause duplication and additional burden without any measurable gain when compared to keeping the services attached to the other 3 Arjo lifts. Arjo Inc, a large business, and an SDVOSB, are both capable of serving and maintaining all the patient lifts at the Wilmington site.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR

12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
