About this file

This is an Agency Request for Quote (ARFQ) document issued by the West Virginia Division of Natural Resources, Wildlife Resources Section, for an open-end contract to supply trout food to seven state fish hatcheries. The solicitation requests bids for various formulations of starter and grower diets in specified granule and pellet sizes, with estimated quantities ranging from 100 to 200,000 pounds per item across all hatcheries combined. Delivery locations include Apple Grove, Bowden, Edray, Reeds Creek, Ridge, Spring Run, and Tate Lohr hatcheries, each with specific pallet weight restrictions and delivery instructions. Vendors must submit questions in writing by November 6, 2026, at 9:00 a.m. ET, and all bids must be submitted electronically through wvOASIS. The contract is a fixed-period open-end agreement effective upon receipt of the notice to proceed, with a term of one year and the option for three one-year renewal periods, subject to legislative appropriation of funds.

Vendors must quote prices on a per-pound basis for all listed items, with delivery costs included in the unit price and delivery provided F.O.B. destination at no additional charge to the agency. All feed must be manufactured no more than 90 days prior to shipment and must meet specific nutritional and formulation requirements outlined in the specifications, including compliance with National Research Council nutrient standards for freshwater salmonids, vitamin and trace mineral premix specifications, moisture content limits, protein and fat requirements, and ingredient composition percentages. Standard orders of at least 12,000 pounds must be delivered within 21 calendar days of order receipt. The contract mandates quarterly reporting on purchases and requires vendors to maintain a contract manager available during normal business hours. No pre-bid meeting is indicated as mandatory or scheduled. The apparent successful vendor must be registered with the West Virginia Purchasing Division and comply with all state purchasing affidavits, workers' compensation requirements, and licensing obligations prior to contract award.
