About this file

This is an Area Limit Map document prepared by the State of Florida and Maxar for the Perdido Landfill topographic and aerial survey services solicitation managed by Escambia County Waste Services Department. The map defines the geographic boundaries of the approximately 378-acre Perdido Landfill site in Escambia County, Florida, for which certified surveyors must provide topographic and aerial survey services. The scope includes LiDAR surveys with control points, 1-foot contours delivered in .dwg and .shp file formats, Digital Terrain Models, Surface Models, Elevation Models, XML point cloud files, and aerial imagery. Deliverables must include a signed survey report from a certified surveyor. Work will be performed six times per fiscal year on a bi-monthly basis. The initial contract term is 36 months with options to renew for two additional 12-month periods, potentially extending to 60 months total. The question submission cutoff is December 23, 2025, with final proposals due January 9, 2026, at 10:00 a.m. Electronic proposals must be submitted through the county's e-procurement portal and are limited to 20 pages.

The procurement will be awarded to a single vendor on an all-or-none basis to the most responsive and responsible bidder with the lowest bid. Respondents must demonstrate local presence and experience in Escambia County or nearby regions, as the county has implemented a local business preference policy that may advantage local businesses. Bidders must provide comprehensive lump sum pricing with all fees and costs transparently broken down and must meet stringent insurance requirements, including $1,000,000 professional errors and omissions coverage, $1,000,000 general liability, and aviation liability coverage if using drones. All vendors and subcontractors must comply with E-Verify registration, Florida Division of Corporations registration, and submit various certifications including sworn statements on public entity crimes, scrutinized companies, conflict of interest, and drug-free workplace compliance. Unmanned aerial drones are acceptable for performing survey work. The county will not pay federal excise and sales taxes on direct purchases.
