About this file

The requested binders must meet specific size, material, and feature requirements such as turned edge, glue wrapped style, cloth or board covering, 120 board lining, exposed metal rivets, double locking clips, and a 3-inch spine width. The contract is for a one-time purchase, and the winning vendor must possess all mandatory qualifications and offer the lowest bid. The quote must be valid for 90 days and include all expenses. The RFQ notes that COVID-19 protections are required, and vendors must adhere to any vaccination or testing requirements.

The winning vendor may be required to submit financial disclosures if the contract value exceeds $50,000. Vendors registered on the Illinois Procurement Gateway (IPG) can submit Forms B, while non-IPG vendors must submit Forms A. The RFQ states that small businesses awarded the contract may subcontract no more than 49% of the contract value to non-small businesses.
