About this file

This is a Request for Qualification (RFQ) issued by Tuolumne County's General Services Agency seeking architectural design services for the restoration of the Groveland Community Hall. The project involves restoring a fire-damaged community hall located at 18720 Highway 120 in Groveland, which experienced significant damage in June 2023, including harm to the main meeting room ceiling, roof trusses, metal roof panels, hardwood floors, and front façade. The RFQ was released on July 5, 2024, with proposals due by July 26, 2024, at 12:00 pm, to be submitted electronically through the county's e-Procurement platform. A non-mandatory pre-proposal meeting is scheduled for July 15, 2024, at the Groveland Community Center. The initial contract term is from August 20, 2024, through October 31, 2025, with a potential six-month extension option.

The architectural firm will be responsible for a comprehensive restoration process divided into three phases: securing the building, designing the restoration, and assisting with the bidding and construction processes. The county will evaluate proposals based on completeness (30%), qualifications (35%), and service delivery/methodology (35%), with the goal of selecting the most advantageous proposal. The project requires compliance with various state regulations, including Department of Industrial Relations registration, prevailing wage requirements, and non-discrimination guidelines. The county reserves the right to negotiate contract terms and will not reimburse proposers for proposal preparation costs. Funding for the project is subject to annual budget appropriations, and the county maintains flexibility to modify or cancel the contract based on funding availability.

1. Introduction

1.1. Summary

The County of Tuolumne through its General Services Agency ("County") is seeking proposals from qualified Architectural Firms to restore a fire-damaged Groveland Community Hall.

1.2. Background

In June 2023, the County's Groveland Community Hall, located at 18720 Highway 120 in

Groveland, experienced a fire in the attic. The Groveland Community Hall is roughly 7,708+/-

sq. ft. and was built in 1918.

The building sustained damage to the following:

• Main meeting room ceiling

• Roof trusses

• Metal roof panels

• Water damage to the hardwood floors due to firefighting efforts

• Significant damage to front façade

(See attached fire photos, attached hereto as Exhibit B, "Fire Photos")

Securing the building and then restoration of the Community Hall was going to be completed in two phases. Phase I plans for securing the building were developed by Degenkolb Engineers (see attached plan set, attached hereto as Exhibit C, "Degenkolb Engineers Plans & Specs"). These plans have been approved and a permit issued, but work has not been initiated.

Since so much time has passed since the emergency event, the County has elected to combine

Phase I & II into a single Scope of Services.
