The county is soliciting firms with demonstrated expertise in Community Development Block Grant (CDBG) program implementation, including CDBG set-aside and CDBG-DR programs, as well as experience with other state and federal funding mechanisms such as GEFA, EDA, ARC, EIP, and RDF programs. Responding firms must be technically qualified and licensed in the State of Georgia. Required submission materials include firm history and resources, CDBG and related grant program experience, key personnel qualifications, current workload information, scope and level of service, experience with similar projects and references, proposed fees or percentages for PER and design/construction management services, Errors and Omissions Insurance documentation, a Statement of Qualifications Form, and a Section 3 Certification Form if claiming Section 3 business concern status. This is not a retainer engagement; instead, selected firms will be considered on a project-by-project basis for future state and federally funded opportunities over the next 2-3 years. The contract is subject to Section 3 of the HUD Act of 1968, Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, and the Build America, Buy America requirements under the Infrastructure Investment and Jobs Act of 2021.
