1. Purpose
The purpose of this requirement is to equip designated Arkansas Army National Guard offices with coordinated, commercial-grade furniture that supports recruiting, administrative, reception, conference, testing, waiting-area, and Recruit Sustainment Program operations. The contractor shall provide a complete, ready-to-use installation at each location.
2. Scope
The contractor shall provide all management, supervision, labor, products, hardware, tools, equipment, transportation, protective materials, and incidentals necessary to complete the work. The scope includes:
• Furnishing new, unused commercial-grade furniture in the quantities listed in Appendix A.
• Providing product data and finish selections for Government review before ordering.
• Coordinating delivery and installation with the Government POC and each location.
• Delivering, unloading, assembling, installing, leveling, anchoring where required, and placing all furniture in its final approved position.
• Providing all manufacturer-required connectors, feet, glides, stabilizers, end caps, fasteners, power components, and installation hardware.
• Disassembling and removing existing furniture identified by the Government POC, including lawful off-site disposal or recycling unless otherwise directed.
• Removing packaging, pallets, debris, and surplus installation materials from each site.
• Correcting damage, defects, shortages, installation deficiencies, and punch-list items before final acceptance.
Complete installation responsibility. The descriptions and component lists in this SOW establish minimum requirements and are not intended to identify every incidental part required for a complete installation. Before ordering, the contractor shall carefully review the entire requirement, approved product configurations, manufacturer instructions, and applicable site conditions. The contractor shall furnish, at no additional cost to the Government, all bolts, screws, fasteners, brackets, connectors, anchors, feet, glides, end caps, stabilizers, grommets, cable-management parts, power components, and other hardware or accessories reasonably necessary to provide each furniture item as a complete, securely assembled, stable, fully functional, and ready-for-use installation, whether or not each component is separately listed. An omission from a component list does not relieve the contractor of responsibility for complete performance.
3. Applicable Documents and Order of Requirements
• This Statement of Work, including Appendix A, Appendix B, and Appendix C.
• Office Furniture Design and Material Specifications.
• ARARNG Office Furniture Requirements spreadsheet, used as the source quantity schedule.
• Manufacturer installation, use, care, and warranty instructions for each approved product.
The contractor shall identify any inconsistency before ordering and obtain written direction from the Government POC. No substitution, quantity transfer between locations, or material change may be made without written Government approval.
4. General Product Requirements
• All furniture shall be new, unused, commercial-grade, and suitable for sustained daily use in recruiting and administrative offices.
• Furniture shall meet the dimensions, functional features, capacities, materials, and configurations stated in Appendix B.
ARARNG Office Furniture Statement of Work | Page 3
• Black, dark gray, espresso, or another coordinated dark finish is acceptable unless a different finish is specifically required. Furniture within each location shall present a coordinated appearance.
• Desks, tables, seating, storage, and partitions shall meet applicable ANSI/BIFMA commercial furniture standards.
• Seating shall have a manufacturer's published commercial-duty capacity of at least 250 pounds per seat position unless a higher capacity is stated.
• Casegoods, tables, storage, and partitions shall include a minimum five-year commercial warranty. Seating and upholstered furniture shall include a minimum three-year commercial warranty.
• Products proposed as equivalents shall meet or exceed all stated requirements. Reference photographs communicate the intended design, proportion, material, and configuration and do not restrict competition to a single manufacturer.
5. Product Submittals and Approval
Before ordering, the contractor shall submit a complete product package for Government review containing:
• Manufacturer, product line, model number, and country of manufacture when available.
• Product photographs or renderings and published specification sheets.
• Overall dimensions, materials, finishes, upholstery, capacities, and functional features.
• Available finish samples or manufacturer finish cards sufficient to coordinate items at each location.
• Warranty documentation and commercial-use certification.
• Power-module details, cord lengths, receptacle configuration, and installation method for powered tables.
• A statement identifying each proposed equivalent and explaining how it meets or exceeds the corresponding requirement.
Government review does not relieve the contractor of responsibility for dimensional fit, compliance, quality, or complete performance. The contractor shall not order or install unapproved substitutions.
6. Site Verification and Coordination
• Verify site access, loading conditions, doorways, corridors, elevators, floor surfaces, wall conditions, and final furniture placement before delivery.
• Confirm workstation handedness and orientation with the Government POC at each location before assembly or installation.
• Confirm the location of powered tables and available receptacles. Power modules shall be furnished with manufacturer-standard plug-in cords and components; hardwired building electrical work is not included unless separately authorized.
• Submit a proposed delivery and installation sequence and obtain approval before beginning onsite work.
• Coordinate work to minimize disruption to Government operations and comply with installation-site access and security procedures.
7. Delivery Assembly and Installation
• Deliver furniture to the exact addresses in Appendix A during approved receiving and installation periods.
• Protect doors, walls, floors, elevators, fixtures, and occupied work areas during transport and installation.
• Assemble and install furniture in accordance with manufacturer instructions and this SOW.
• Provide complete free-standing partition systems, including all required feet, end caps, stabilizers, connectors, and hardware. Side-wall panels shall connect in the required L-shaped configuration.
• Install anti-tip hardware on the bookshelf in accordance with manufacturer instructions and site conditions.
• Level tables, desks, storage, and partitions; adjust doors, drawers, glides, chairs, and moving components for proper operation.
• Install and test table power modules, cords, and receptacles for normal plug-in operation.
ARARNG Office Furniture Statement of Work | Page 4
• Place furniture in final positions designated by the Government POC and leave each item clean, undamaged, stable, and ready for use.
8. Existing Furniture Removal and Site Restoration
• Disassemble existing furniture designated for removal without damaging Government facilities or property intended to remain.
• Remove designated furniture from the premises and lawfully dispose of or recycle it unless the Government POC directs another disposition.
• Remove all packaging and installation debris daily and at completion.
• Repair contractor-caused damage to the condition existing before work began at no additional cost to the
Government.
9. Government Responsibilities
• Provide site access in accordance with installation-location procedures.
• Identify final placement, workstation orientation, and existing furniture to be removed.
• Review product submittals, finishes, schedules, and proposed equivalents.
• Inspect completed work and provide punch-list or acceptance documentation.
10. Inspection and Acceptance
The Government will inspect the work by location. Acceptance requires that the correct quantities are present;
products conform to approved submittals and Appendix B; all items are assembled, installed, stable, clean, undamaged, and operational; powered tables function as specified; existing furniture and debris are removed;
and all punch-list items are corrected. Partial delivery does not constitute final acceptance for a location unless authorized in writing.
11. Warranty and Corrective Service
• Provide manufacturer warranty documentation and contractor contact information at completion.
• Coordinate warranty repair or replacement for defective products and installation-related failures.
• Replace damaged, nonconforming, or missing items at no additional cost to the Government.
