About this file

This document is Addendum No. 01 to a Request for Proposal (RFP) issued by the California State University, Fullerton for Security Event Services (AR23006) for the 2024 Commencement Ceremony. The RFP seeks to provide general crowd control for 12 separate ceremonies at two venues (Titan Stadium and Intramural Field) over Commencement week from May 20-23, 2024, as well as overnight watch during equipment installation from May 17-20, 2024. The addendum addresses questions from potential proposers regarding the scope of work, including the size of the field team needed, the use of metal detectors, critical posts for overnight coverage, perimeter access points, secondary screening methods, and allowances for small purses and clutches. It also provides details on payment terms, staffing requirements, and logistics such as parking, meals, and communication equipment.

The bid is for the entire project, and proposers cannot quote for specific segments. Payment will be made in arrears, and the university may consider a 25% deposit if a 1.5% discount is provided as in-kind value. The contract is event-specific and will not add the successful proposer to a university-approved list for other security needs on campus.

Date: March 20, 2024

This Addendum forms a part of the Contract Documents and modifies the original RFP dated 2/29/2024. Bidder shall acknowledge receipt of this and any previous Addenda in the space provided in Section V, Cost Proposal Signature Page as revised in Section I of this Addendum.

Failure to do so may subject the Bidder to disqualification.

This Addendum consists of a total of Four (4) pages.

Included in this Addendum are the following:

I. Revisions to Section V, Cost Proposal Signature Page

A revised Section V, Cost Proposal Signature Page, is included at the end of this Addendum.

II. Responses to Proposer’s Questions

Question 1: What is the size of the field team needed for overnight services leading up to and during Commencement week?

Answer 1: We are not designating a set number of guards needed but rather looking for the Proposer to use their subject matter expertise and creativity to fulfill the security needs set forth in the RFP. Two (2) venues need to be secured, as well as the service road between them.

Question 2: For the intramural fields, are all 3 Evolv metal detectors in the same area?

Answer 2: There are three (3) entry gates to the Intramural Field with one (1) Evolv unit at each.

Question 3: What are the critical posts for overnight coverage?

Answer 3: The Stadium and the Intramural Field.

Question 4: Are there any perimeter access points that need coverage during ceremonies, such as the track or emergency exits?

Answer 4: Yes, there is a gate on the backside of the service road that will need coverage. The track and Lot A South also require coverage.

Question 5: What is the method for secondary screening when the alarm goes off? Is it wands, go-again, other method?

SECURITY EVENT SERVICES

ADDENDUM NO. 01

Addendum No. 1, Page 2 of 3

Answer 5: If Evolv Technology Alerts:

1. Security ushers the person to a nearby table.

2. Security directs them to place their purses, backpacks, and contents of their pockets on the table.

3. They are “looped back through” the system for a second time.

Question 6: Keeping in mind there is a clear bag rule, are small purses or clutches not allowed?

Answer 6: Yes, clutches will be allowed.

Question 7: Is there a no-bag (express) lane for ingress?

Answer 7: No.

Question 8: Backstage positions - do the numbers account for two stages or is only one needed with backstage coverage?

Answer 8: Only the Intramural Field requires backstage coverage.

Question 9: Can you identify the overnight needs so that we can accurately quote that portion.

Ideally, Date, Start/End Times, # of guards and duties requested.

Answer 9: Dates and times are listed in the scope of work. 5/17 through 5/22, 10 pm to 6 am.

Two (2) venues need to be kept secure. We are seeking recommendations for the number of guards for the overnight shift.

Question 10: What are the payment terms for this event? Can we request a deposit? If so, 25% or

50%? How soon after the event will the balance be paid?

Answer 10: Payment in arrears is the prescribed method of remitting payments for acquisitions.

The CSU must have received appropriate return and/or in-kind value for consideration as requested.

For example, the University would consider providing a 25% deposit if a 1.5% discount was afforded as in-kind value; a request for a 50% deposit would warrant a 3% discount.

For more information about payment terms, please contact Alex Rosales directly.

Question 11: Can we augment the total number of guards with event staff? Or do all positions require to be licensed security guards? For example, any usher type positions that can be event staff?

Answer 11: Yes, we do not require these positions to be licensed guards.

Question 12: Can we quote for specific segments of the overall staffing need? Or are we obligated to quote the entire project?

Answer 12: No, the bid is for the entire project.

Question 13: Will there be free parking available for staff?

Answer 13: Yes.

Question 14: Will there be any crew feed available? Will water be readily available for hydration?

Answer 14: Meal tickets will be provided. There are hydration stations throughout the campus, so we ask all staff to bring refillable water bottles.

Question 15: Will we have a designated area for our staff check-in/break area?

Answer 15: Yes.

Question 16: Will you be providing walkie-talkies, or do we need to quote and provide as well?

Answer 16: We have three (3) radios for the security team. All other communications will be via cell phone.

Question 17: Will any guards need to be in suits?

Answer 17: No.

Question 18: Is this an event-specific contract? Or will we be added to the university-approved list for other security needs on campus?

Answer 18: This contract is event-specific.
