About this file

This is an informal solicitation issued by the Nevada State Purchasing Division on behalf of the Aging and Disability Services Division (ADSD), Adult Protective Services (APS), seeking qualified vendors to provide forensic medical specialist services statewide. The solicitation requests quotes from vendors to assist APS investigators with complex medical case reviews involving abuse, neglect, exploitation, isolation, and abandonment investigations for vulnerable adults aged 18 and older. Contractor duties include providing expert opinions on complex medical cases, examining medical records, identifying neglect and abuse patterns, reviewing wound development and care, analyzing medication issues, and conducting injury identification. Services must commence within three working days of request, with comprehensive written reports delivered within ten working days. The State intends to award one contract with an expected term of four years. Quote submissions are due November 2, 2026, at 5:00 pm via email to adsdcontracts@adsd.nv.gov or through Nevada EPro.

Evaluation of quotes will be based on three weighted factors: Cost (30 percent), Experience in Forensic Medical Evaluation of Injuries and Vulnerable Adults (45 percent), and Service Delivery Approach, Availability, and Response Capacity (25 percent). All contractors must comply with mandatory minimum requirements including Nevada law and indemnity provisions, agreement not to engage in boycott of Israel per NRS 333.338, and possession of a valid Nevada state business license matching nevadaepro.com vendor registration. Travel expenses, per diem, and other costs must conform to General Services Administration rates. Invoices for completed evaluations must be submitted within 30 working days. Contractors may be subject to subpoena in criminal or civil proceedings; however, ADSD will only pay for testimony in criminal cases with prior approval from the APS Chief. Submitted quotes must include company background, history, qualifications, and length of service experience in forensic medical evaluation.
