About this file

This document is a Sole-Source Memo regarding ODOT Maintenance and Operations' intent to enter into a sole source contract with Skybitz Tank Monitoring Corporation to continue deicer tank monitoring services using currently-installed tank monitors/sensors. ODOT has 217 deicer tank monitors deployed across the state, with approximately 6 years of service life remaining. To take advantage of the remaining service life and value of the existing tank monitors, ODOT wishes to enter into a sole source contract with Skybitz, the sole supplier of the SMARTank ST90 LTE Cellular Remote Monitoring System. The initial contract term would be 3 years, with the option to extend up to a maximum of 6 years. The estimated value of the contract is $80,000 to $150,000.

The sole source justification is that the existing tank monitors can only be serviced by Skybitz, and switching to a different system would require ODOT to remove and replace all 217 tank monitors, which would be time-consuming and costly. ODOT has performed market research and determined that Skybitz is the sole provider capable of continuing the monitoring services using the current sensors. This sole source contract will allow ODOT to efficiently utilize the remaining service life and value of the existing tank monitoring system.

ORS 279A.050(3)(b)

Sole-Source Determination and Findings

ODOT Deicer Tank Monitoring Services

SMARTank ST90 LTE Cellular Remote Monitoring System

Provided by Skybitz Tank Monitoring Corporation

1. General description:

This procurement is for ongoing support of statewide liquid deicer tank level monitoring services for ODOT Maintenance using the SMARTank ST90 LTE Cellular Remote

Monitoring System. ODOT has deicer tank monitors deployed across the state in 217 deicer tanks. Skybitz Tank Monitoring Corporation is the vendor currently under contract to provide monitoring services, with the contract expiring in July of 2022.

The tank monitors have about 6 years of service life remaining. In order to take advantage of the remaining service life and value remaining in the tank monitors

(replacement cost of approximately $200,000), ODOT Maintenance wishes to enter into a sole source contract with Skybitz Tank Monitoring Corporation, the sole supplier of

SMARTank ST90 LTE Cellular Remote Monitoring System.

The initial contract term would be 3 years, with the option to extend the contract up to a maximum term of 6 years, depending on how the existing monitors are performing.

Depending on the total term, the estimated value of the contract is $80,000 to

$150,000.

2. Summary of market research:

ODOT Maintenance staff performed online research to determine whether other suppliers could interface with the SMARTank system, but found that only Skybitz is able to provide the monitoring services using the current sensors.

3. The reasons for a sole-source:

Efficient use of existing goods or services requires compatible goods or services:

As stated above, the only company that can provide monitoring services for ODOT’s existing sensors is Skybitz. Switching to a different tank monitoring system would require ODOT Maintenance employees to remove and replace 217 tank monitors, which are in most cases difficult to access. Utilization of bucket trucks is generally required to access the top of the tanks, with installation estimated to take 30-60 minutes per tank, not including travel time to remote tank sites. Maintenance &

Operations Branch staff time would be required to configure user accounts and tank monitor settings, in addition to training ODOT employees to use the system. All users would be provided with an estimated 60 minutes of online or in-person training.
