DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
3.0 SCOPE OF WORK
The United States Government (USG), Department of State (DOS), Bureau of Overseas Buildings
Operations (OBO) requires Assessment Services (i.e., Building Inspection) for a sixteen (16) unit residential compound in Accra, Ghana in. Conduct an assessment to identify necessary repairs, renovations, and / or replacements, to include prioritization of needed work (e.g., low, medium, high) and a rough order of magnitude (ROM) cost estimate for remediation work.
This Statement of Work (SOW) defines the services to be performed by the Assessment Services
(i.e., Building Inspection) Contractor, hereafter referred to as the Contractor. Contractor shall assess / inspect, document and photograph the entire residential compound, including but not limited to the interior and exterior of all individual units, pool, plant systems (including generators and switch gear enclosure, water systems), and auxiliary structures. The assessment should note deficiencies in structural, envelope, roof, electrical, mechanical, plumbing, interiors, or other elements; prioritize deficiencies for repair or replacement (e.g., High, Medium, Low); estimate the cost of repairs or replacements; suggest options for mitigating issues with water intrusion, electrical trips and other issues that prevent residences from being occupied; and produce and deliver a final report. Cost estimate for each repair to be included.
Nearly all of the units have issues with water, leaks and mold. Leaks from plumbing fixtures and pipes leak, condensation from AC units are common. Leaks from roof and decks increase during the rainy season.
The purpose of this SOW is to produce a Facility Assessment report (i.e., Building Inspection) that will be used as the basis for a future, separate Design/Build (D/B) project to renovate the building.
The work, including preparation, site visit, inspection and assessment, writing the report, and responding to any inquiries (i.e., questions about the report), will take forty-five (45) calendar days. A single site visit to Accra, Ghana is required to conduct the assessment.
Before the site visit, two Teams calls with embassy staff will be held to ensure necessary information is received and reviewed in advance of the site visit. More calls can be scheduled if necessary. The final report will be written after the assessment is complete. Final report should be delivered within four (4) weeks of completing assessment. A Teams meeting will be held for the Contractors to present and discuss the findings in the report. Embassy staff or OBO staff may submit follow up questions in writing and the Contractor should respond to those questions within (5) days. Pertinent information or clarifications from these questions should be incorporated into the report.
Actual site visit to conduct assessment estimated to last seven (7) days, inclusive of travel.
Anticipate four (4) days assessing the property, with a fifth day as back-up. A travel day would be expected on each end, for a total site visit assessment duration of one (1) week.
A few preparatory calls would be expected in advance of site visit assessment to discuss the property and the plan for the site visit. Report to be compiled after the site visit is complete.
There may be follow-up calls to answer questions before and after report is submitted.
Visual inspections are required and some destructive testing may be required. Contractor to provide list of areas where destructive testing is recommended, in advance of site visit. Areas of destructive testing may include structural walls and roof, interior ceilings, pipes, electrical wiring, foundations, mechanical systems, and other primary building systems.
The objective of the Facility Assessment report is to document the scope of repairs needed and investment required (time, money, and other resources) to render these residences and common areas secure, safe and habitable for U.S. diplomats posted to Accra.
1.1.1 Location and Description
