About this file
This is a Justification Review Document (RFO Part 12) for a noncompetitive sole-source procurement with STERIS Corp. The Martin Army Community Hospital (MACH) at Fort Benning, Georgia requires annual calibration repair and preventive maintenance services for Government-owned STERIS sterilizer and washer equipment. The contract will be a five-year firm-fixed-price (FFP) award to STERIS Corp., located at 5960 Heisley Road, Mentor, Ohio 44060-1834, with a base period from June 1, 2026 through May 31, 2027, followed by four one-year option periods through May 31, 2031. The contract will be fully funded using Defense Health Agency (DHA) Fiscal Year 26 Operations and Maintenance (O&M) funds.
The justification supports noncompetitive procurement under Title 41 U.S.C. §1901 (FAR 12.102(b)) because STERIS is the sole authorized Original Equipment Manufacturer capable of providing required maintenance and diagnostic services on the proprietary equipment. The equipment requiring maintenance includes two IW PRO SI 208-220VAC sterilizers, two V-PRO MAX 2 sterilizers, two AMSCO 2532 washer disinfectors, and four AMSCO 400 washers with a combined requirement of 12 annual preventive maintenance visits. Market research conducted in April 2026 confirmed no alternative sources, other government contracts, or mandatory supply sources offer these services. A Sources Sought posted to SAM.gov received three company responses, but none are authorized to service STERIS equipment or possess access to proprietary software and OEM parts. The noncompetitive award is justified based on the specialized, proprietary nature of the equipment and the critical importance of sterilization services to hospital operations and patient safety.

b. Subcontracting competition: In accordance with FAR 19.109, a small business subcontracting plan is not required.
8. Actions to Increase Competition: Since the Government-owned equipment can only be maintained and serviced by STERIS as the authorized OEM company, no actions can be taken to increase competition until other companies are authorized or the Government replaces the current sterilizers and washers. The Government will continue to monitor the market for new entrants or technological changes that might break the proprietary "closed system" model. Prior to the exercising of each option period, the Contracting Officer will conduct market research to determine if any compatible, alternative services have become available. The findings will be documented in the contract file.
9. Market Research: Market research was conducted in April 2026 in accordance with FAR Part 10. The market research confirmed these services are not available from wholesale supply sources or mandatory sources of supply (e.g., General Services Administration, Defense Logistics Agency (DLA), Department of Veteran Affairs and military control points).
Key market research techniques and findings include:
On 2 April 2026, the Contract Specialist reviewed Federal Supply Schedules, Government-wide acquisition contracts, multi-agency contracts, and any other procurement instruments intended for use by multiple agencies, including blanket purchase agreements (BPAs) under Federal Supply Schedule contracts (e.g.
Federal Strategic Sourcing Initiative (FSSI) agreements), however no maintenance services for STERIS equipment are available.
On 2 April 2026, the Contract Specialist reviewed the Procurement List maintained by the Committee for Purchase from People Who Are Blind or Severely Disabled under the Ability One Program, Federal Prison Industries, and Enterprise Software Agreements (incl CHESS), however no maintenance services for STERIS equipment are available.
On 6 April 2026, the Contract Specialist reviewed the DLA Medical Master
Catalog and Electronic Catalog (ECAT) platforms, and although STERIS products are currently available for sterilization and washing, no maintenance services for STERIS equipment are offered.
A Sources Sought was posted to SAM.gov from 2-8 April 2026 by the Contract
Specialist. Three (3) companies responded to the Sources Sought, and two (2) provided their capability statement. However, in accordance with the Sources Sought, none of the companies that responded are authorized to provide the services on STERIS-manufactured equipment or have the requisite knowledge to perform the required maintenance services due to the proprietary nature of the
