About this file
This document is an Emergency Purchase Extension Approval form from the State of Illinois Chief Procurement Office for General Services, involving the Department of Corrections (IDOC) and Global Tel Link Corporation (GTL). The emergency contract extension is specifically focused on completing a data transfer from GTL's server system to IDOC, with the extension period running from September 1, 2025, to November 30, 2025. The original emergency contract was initially established to ensure continuation of tablet services for individuals in custody and to allow GTL time to assemble and deliver required data collected during the previous contract period.
The extension request has zero additional contract cost and aims to provide GTL sufficient time to finalize data consolidation and establish an approved method of secure data storage and transfer. Without this extension, IDOC warns of potential significant consequences, including loss of critical information for both the department and individuals in custody, potential litigation risks, and the need for individuals to repurchase previously accessed materials. The data transfer will be made to a server approved by the Department of Innovation and Technology, after which the data will be available for IDOC's full use. The extension has been approved by the Chief Procurement Officer on August 29, 2025, with signatures from the Agency Procurement Officer and other key officials.

1. Provide detail about the events that led the agency to conduct an emergency procurement:
Under the terms of the prior contract with Global Tel Link Corporation (GTL), the vendor was required to provide the Illinois Department of Corrections (IDOC) with all data collected during the contract period. At the conclusion of the contract, an initial emergency procurement was executed to allow GTL additional time to assemble and deliver the required data.
For historical reference, the initial emergency was established to ensure continuation of tablet services for individuals in custody while a long-term contract solution was developed. Subsequent extensions (2 through 4) maintained services across the GTL network for individuals in custody.
At the time of Extension 5, the emergency was specifically requested to allow for the transfer of data from the GTL server system into the custody of the Department of Corrections. However, the vendor did not complete the services during Extension

5.
During that the Extension 5 emergency term, GTL was unable to develop a viable method to collect, securely store, and effectively transfer the data from their systems. This, Extension 6, requests is necessary to provide GTL with sufficient time to finalize the data consolidation and establish an approved method of storage and transfer. No other services will be provided by GTL. The transfer will be made to a server approved by the Department of Innovation and Technology (DoIT), after which the data will be available for IDOC’s full use.
2. What is the scope of work of the initial emergency contract? Please detail below:
The existing emergency contract is in place to prevent or minimize serious disruption in critical State services by providing DOC and Individuals In Custody access to Video Visitation, Personal Entertainment, Learning Opportunities, and grievance processes.
The contract encompasses hardware and services to both provide and maintain the access points for these services.
3. Does this extension change the scope of work? Yes No If yes, please detail below:
4. Provide justification for extending the original emergency contract:
The data held by GTL is essential for both the Department and the individuals in custody to maintain access to services previously utilized and paid for, as well as the records stored therein. Without this extension, critical information could be lost, resulting in significant consequences. Individuals in custody may be forced to repurchase materials and loose access to information they have stored over time. The Department could be exposed to litigation risks or compelled to incur additional costs to replicate lost data.
5. Does this emergency contract correct or eliminate the emergency condition?
Yes No Please detail:
The intent of this emergency extension is to finalize data transfer from GTL to IDOC which will end the necessity for the emergency condition. The Department will end the contract if the data transfer is done before the end of the extension period.
6. Explain why the need cannot be met through a competitive procurement process.
Under the terms of the previous contract, GTL was obligated to transfer the collected data to the Department. However, because the information is exclusively held by GTL, no competitive procurement process could address or resolve this matter.

7. Is a competitive procurement in process to replace this emergency contract?
Yes No Status:
8. What is the effect of a denial of this extension request?
If the extension is not granted, the resulting loss of data would cause significant financial harm to the Department and impose an undue burden on individuals in custody, who would be forced to repurchase services and lose their personal data. The Department would be unable to restore or make individuals whole for this loss, exposing the State to substantial financial liability and the risk of litigation.
