About this file
This is an Emergency Purchase Extension Approval document from the State of Illinois Chief Procurement Office for General Services involving the Department of Corrections (DOC) and Global Tel Link Corporation. The emergency contract extension is for communication services and hardware to provide video visitation, personal entertainment, learning opportunities, and grievance processes for individuals in custody. The original emergency contract was initiated on December 24, 2022, and is being extended from July 1, 2025, to August 31, 2025, with an estimated contract amount of $60,000, following the termination of a previous NASPO contract and the need to transfer critical data.
The extension is specifically requested to allow additional time for data transfer as DOC has entered into a new participation agreement with a NASPO contract holder for supply and maintenance of products and services. The extension does not change the scope of work and is necessary to ensure continuation of services without disruption. A competitive procurement was not pursued because it would likely result in the same implementation timeline and potentially cause a loss of service to individuals in custody. The emergency contract will remain in place until the data transfer is completed, with no BEP (Business Enterprise Program) participation noted and a 0% BEP goal calculation.

1. Provide detail about the events that led the agency to conduct an emergency procurement:
Prior to the declaration of this emergency, the Department of Corrections (DOC) was utilizing two contracts to cover both telephone services and communication services via tablets. The tablet contract expired in FY21 and prior to expiration DOC had taken steps to enter in to a participation agreement with a NASPO contract holder. Due to unforeseen circumstances, this contract had to be terminated. It was at this time that DOC declared an emergency to ensure continuation of services to individuals in custody. At this time, the installation by the new vendor has occurred at all facilities. However, the transfer of data is still pending. Emergency contract is to allow additional time for transfer of data only.
2. What is the scope of work of the initial emergency contract? Please detail below:
The existing emergency contract is in place to prevent or minimize serious disruption in critical State services by providing DOC and Individuals In Custody access to Video Visitation, Personal Entertainment, Learning Opportunities, and grievance processes.

3. Does this extension change the scope of work? Yes No If yes, please detail below:
4. Provide justification for extending the original emergency contract:
DOC has entered in to a contract agreement via participation agreement with a NASPO contract holder for supply and maintenance of the products and services covered under this emergency contract. The participation agreement allows for a six
(6) month implementation period. This additional two (2) month extension request will allow time for the transfer of data only.
5. Does this emergency contract correct or eliminate the emergency condition?
Yes No Please detail:
This contract will allow for the transfer of data. Elimination of the emergency will occur once the data has been completely transfered to DOC.
6. Explain why the need cannot be met through a competitive procurement process.
A competitive procurement would likely require the same implementation timeline that the current participation agreement requires. Exploring this option would result in the loss of service to individuals in custody.
7. Is a competitive procurement in process to replace this emergency contract?
Yes No Status:
Contract is executed and implementation in process.
8. What is the effect of a denial of this extension request?
All data compiled will not be available by DOC. The data transfer needs to be completed.
