About this file

This document is a contract incorporating clauses by reference for federal procurement action FA860126Q0043, issued by the U.S. Air Force.

The contract establishes comprehensive terms and conditions for commercial products and services procurement under a small business set-aside. Key regulatory requirements include Buy American provisions (52.225-7001), prohibitions on covered defense telecommunications equipment (252.204-7018), and restrictions on inverted domestic corporations (52.209-10). The contractor must comply with limitations on subcontracting, maintaining at least 50 percent of service work or supply work in-house for non-similarly situated subcontractors. Payment processing requires submission through Wide Area WorkFlow (WAWF) system using specified DoDAAC codes (Pay Official: F87700; Issue By/Admin: FA8601), with cost vouchers for cost-type items and invoices for fixed-price items. For items with Government unit acquisition cost of $5,000 or more, contractors must provide unique item identifiers marked using ISO/IEC 16022 data matrix symbology and report identification data through Material Inspection and Receiving Reports. The contract incorporates representations regarding tax liability, felony convictions, whistleblower rights, and covered defense telecommunications equipment. Technical evaluation is based on acceptable/unacceptable ratings for compliance with Statement of Work requirements, with award to the lowest evaluated price among acceptable offers. All modifications to standard FAR provisions are indicated by deviation numbers (Deviation 2026-O0038 for multiple clauses dated February 2026), and HUBZone small business concerns receive a 10 percent price evaluation preference unless waived.
