This is Addendum #2 to the Valley Transit Facility Renovation Phase 1 project issued by the City of Appleton, Wisconsin, modifying the original drawings and specifications for a new 6,945 square foot administration office addition, remodeling of existing office and support areas, and related site work including parking, stormwater management, and landscaping improvements at 801 Whitman Avenue. Electronic bids were due on Wednesday, February 1, 2023 at 1:45 p.m. Central Standard Time through QuestCDN.com, with a $30.00 processing fee charged by the service provider. Bids were to be read publicly at 2:00 p.m. on February 1, 2023 at City Center Building, Sixth Floor, 100 N Appleton Street, Appleton, Wisconsin. A mandatory pre-bid conference was held on January 19, 2023 at 9:00 a.m. at the project site. The addendum consists of nine written pages and 21 attachments containing revised drawings and clarifications to specifications across multiple divisions including roofing, mechanical systems, electrical work, communications, fire detection and alarm systems, painting, paving, and foundation work.

The addendum addresses 38 questions and answers from bidders regarding approved manufacturers, equipment specifications, and scope clarifications. Key specifications include single-ply elastomeric sheet roofing by Mule Hide; Grundfos pumps and Fulton Endura boilers with no substitutions accepted; Daikin air handlers with acceptable equals from AAon, York International, and Absolute Air; geothermal BTU metering systems with specific turbine flow sensor requirements; asphalt paving with 8-inch crushed aggregate base course, 3.5-inch binder course, and 2.5-inch surface course; and Leviton data jacks compatible with Systimax modular panels. The project encompasses base bid work plus multiple alternate bids, with pricing instructions indicating that Alternate bids A7 and A9 pricing will be provided directly to general contractors by Lappin and Faith. All electrical rough-in work remains the contractor's responsibility, with mechanical contractors responsible for furnishing variable frequency drives, disconnects, and speed controllers for mechanical equipment. The document confirms that structural foundation requirements previously specified as 6,000 psf bearing pressure have been removed, and that Phase 1 and Phase 2 work are both included in the current bid documents.

5. In the Addendum, there is a Bioretention for Infiltration document attached but sheet A103 does not indicate any bio retention ponds. The plan states "Reseed as Needed".

Are these supposed to be Bioretention Ponds with plantings and engineered soils or to be seeded as turf areas?

a. There are two biofilters as shown on Sheet C4. These require engineered soil, underdrain, etc. These biofilters should be constructed and vegetated per WDNR Technical Standard 1004 (see attached).

-3-

6. Can you clarify what this is highlighted in yellow? Is this some sort of piping required?

Located on M103

a. Highlighted pipe is Storm to be installed by PC, PC to refer to P103 for storm piping in office.

-4-

7. Are these a breakout of the costs for re-roofing the existing office area as highlighted below, or are they entertaining re-roofing all the existing roof planes and increasing the R-value to R49?

a. Existing roofs designated to remain will have added rigid insulation and new roofing membrane. All the existing roofs have an approximate R-value of 8.2

b. For other existing roofs, (Existing Office, Existing Repair Bay, Existing Bus Parking garage and Existing Wash Bay) added insulation (to achieve R49) and new roofing membrane should be included as part of Alternate Bid A6.

8. I see that Grundfos is flat spec’d for the pumps. Are you open to other manufacturers and would Taco be acceptable on this project?

a. The specified pump should be the basis of the bid. No other pump manufacturer accepted.

9. Would Lochinvar be acceptable to quote for the boilers on this project? We have a couple of different models we could provide to meet this application. The Crest would be most similar to the Fulton Endura which is scheduled, but I feel that the Knight XL watertube boiler would be able to provide cost effective savings on this project. See attached for brochure information.?

a. The boilers and pumps are per the specifications manufacturer. Not substantial accepted as single sourced as part of this list.

10. Would Carrier be acceptable to quote for the Air Handlers on this project

a. Carrier is not acceptable to quote for the Air Handlers on this project. The Air Handlers on this project to be Daikin per the specifications manufacturer. Note that equals from AAon, York International, and Absolute Air would also be acceptable for the Air Handlers.

-5-

11. Addendum 1 stated paving of the south parking lot was with phase 1. Does that include both of these new paved areas below?

a. Yes, both paved areas highlighted above are included in this phase of the project and are part of the base bid.

12. Under section 32 12 00 Asphaltic Concrete Pavement, #7 states “resurfacing of existing parking lot and driving areas”. However, I don’t see any other details in regards to that on the plans or throughout the specs. Is there supposed to be a mill & overlay or other type of scope of work for the existing lot?

a. Sheet C2A calls out the pavement to be removed and Sheet C3 calls out the new pavement areas (plan view) as well as the new pavement specifications (notes).

There is no call out for a mill and overlay. The contractor can disregard the specification note as it relates to resurfacing existing parking lot and drives.

13. Could you please verify the thickness & mix to be used for the pavement? Specs & plans seem to be contradicting each other?

a. Per civil drawing sheet C3, asphalt paving should be:

• 8" Crushed Aggregate Base Course - wisdot Section 305, 3/4" Crushed Stone

• 3.5" Asphaltic Hot Mix Binder Course- wisdot Section 460, E-0.3

• 2.5" Asphalt Hot Mix Surface Course - wisdot Section 460, E-0.3.

14. Motor Feeder Sizes. Can you provide a motor schedule with conduit and conductors sizes for each motor. There is information on the HVAC equipment shown on the mechanical drawings, but no conduit or conductor sizes are listed?

a. Refer to wire sizes in updated panel schedules, motor conductors to be sized per these schedules and breaker/wire size schedule on E601, size conduits per specs/NEC.

15. VAV(s) are shown on multiple electrical drawings. Can multiple VAV(s) be on (1) – Emergency Standby 120 volt circuit? If not could you please send panel and circuit numbers for each VAV?

-6-

a. Yes, connect all VAV per note 8 on E402, all VAVs may be connected to (1) Standby 120V circuit (OPGA-8)..

─ Can you update to include who is providing the VFD(s).

─ Typically, the HVAC contractor and plumbing contractor provide the VFD(s) so they are compatible with their equipment and the electrical contractor installs them.

─ Are the mechanical and plumbing contractors providing that equipment?

─ If electrical contractors are to provide VFD(s), please provide manufacturer names and cat numbers for each unit.?

a. Per controls column on E403, MC to provide VFDs and EC to connect. Also note the same requirements on the Starter/Disconnect and Equipment connection scope of work on E402. MC to furnish Disconnects, VFDs, Timeclocks, and Speed controllers for mechanical equipment, EC to connect.

17. Section 27 00 00 Communication Cable and Equipment. On Drawing E301. Note states that electrical contractor to provide rough in for data jacks and ceiling WAP. All cabling and terminations by others.

Are we correct in assuming that if we provide a price for Section 27 00 00, we are to include all cabling for:

1. Computer and Phone Cabling

2. Security Camera Cabling

3. Television Cabling

4. Door Access Cabling?

a. All conduit rough in is the responsibility of the electrical contractor. All cabling required for the work is part of 27 00 00. All rough in and cabling will be part of the base bid.

Alternate bids number A7 and number A9 Will be numbers direct from Lappin and Faith to the General Contractors to write in on the bid form.

-7-

20. On plan page E502 it is unclear exactly what is Existing and what is new. Some of the boxes have a bold outline, which leads me to believe that they are new. Other panels say “existing” which is obvious. What about the panels that do not have a bold outline and do not say existing… do we need to figure new panels for those items or are they existing?

a. Panels without bold outline are existing, refer to updated riser clarifying these panels, as well as updated panel schedule notes.

21. Panel LPH panel directory does not show feeder breakers for the two MCC sections.

─ I think you will need to determine the size of the breakers and include them in new panel LPH

a. Existing MCC are assumed to be 200A, provide 200A breaker in panel LPH. Verify in field.

─ I also do not know the size (amperage) of the existing feeder we need to re-work.?

a. Existing MCC are assumed to be 200A, feeder to be reworked is assumed to be 4-#3, #8 GR. Verify in field.

22. Electrical panel information for existing panels with new feeder breakers needs to be provided ─ An example would be the alternate’s listed in the panel directory notes for existing panel LPC?

a. Panel schedules updated to provide information on which breakers are new and need to be furnished/installed by EC.

23. Do you have a description or part number for the speakers that you are looking to have installed on this project? I see we are to run a Cat 6 to every speaker location, just looking for direction on the speaker – are we to provide or is the owner providing that and we are to just wire and install?

a. 27 00 00 - To install Speaker Atlas IED 8" coaxial in-ceiling speaker with 60-watt

70/100v transformer and ported enclosure?

24. The Room Finish Schedule and Paint Schedule list the following rooms to be painted:

149 Repair Bay (It’s listed on Sht A201.1 as Room No.F149). Is this whole room to be painted or just the “hatched” area/substrates identified by Phase 1?

─ If this whole room is to be painted are we to figure painting the exterior of spray booth?

─ Currently there is no existing, color-coded piping. We are to paint (color code) the natural gas lines, air lines, fire protection lines, water lines and bulk fluid lines. Is the existing and new linear foot quantities identified on the drawings?

If so which drawings??

a. In Repair Bay 149, only new construction will need to be painted. This includes any new piping, which is to be color-coded per sheet A602.

25. 157 Wash Bay (It’s listed on Sht. A201.1 as Room 156 Repair Bay). Is this room to be painted in its entirety? Addendum No.1, general note 7 references work in this space however it’s not within the crossed-hatched area of Phase 1 or shaded area of Phase

2. Please advise.?

a. In Wash Bay 157, only the steel columns being repaired need to be painted.

26. 160 Wash Equipment. I don’t see this labeled on any Sheet. Is this to be painted and what sheet would I find this room?

a. Wash Equipment 160 is not part of this project.

27. 161 Existing Vehicle Storage Room. Does this room get painted in it’s entirety? It currently listed on the Paint Schedule as walls South, East and West. In addition the ceiling to be painted. Please advise.?

a. In Vehicle Storage 161, only new construction needs to be painted.

-8-

28. Whom is responsible for labeling the painted, color-code piping? Direction, name, etc.…?

a. The painting contractor will paint all piping. The labeling of the piping will be the trade installing the piping. For example, if plumbing installs the line, then plumbing labels the line.

29. This is whole project limited to just the “Hatched and Shaded Areas” and nothing else? If not please explain.

a. In addition to the work being done in the hatched area, there are three columns requiring repair in the existing wash bay. See detail 17/S500. Installation of new piping runs or ductwork may require work outside of the hatched and shaded areas.

30. It appears drawing M108 Alt A3 is incorrect—there is no piping shown on the drawing—please advise

a. Refer to updated M108 Alt A3 for piping. (Attached).

31. Is boiler 3 needed? I see it bolded on M108 but It does not appear to be on the schedules, ISOs or schematics?

a. Boiler 3 is a future item and is not needed in this bid. Refer to updated M108 Alt A3.

32. Title Sheet 1.0 states Phase 1 in the name of project, drawing sheet A201.1 delineates phase 1 and phase 2. Is the work shown as phase 2 on sheet A201.1 to be included in pricing for phase 1 bid?

a. The project bid is made up of two phases, phase 1 and phase 2. The bidding documents encompass phase 1 and Phase 2. The phasing is called out as Phase 1 and Phase 2 for construction sequencing. Phase 1I needs to be completed before Phase 2 can start.

33. The existing repair bay on sheet A201.1 is not shown in any of the phasing. Per sheet

A200.3 this room has notes addressing the three structural columns. Is work in this area to be included in this bid? Project area not shown in Phase 1 or 2.

a. Yes, the structural column work is part of the Base Bid.

34. The Spec Calls for Leviton Jacks or Equal for Data & Voice on Div 27 00 00-3. But, The spec then calls out Specifically for The jacks shall be mounted on a 24-port Systimax universal modular patch pane on Div 27 00 00-5 Can you please help me understand which way Valley transit wants to roll with, as Leviton Jacks, will not fit in a Systimax Madular Panel?

a. Provide jacks that are compatible with the Systimax Madular panel and match existing.

35. Item 10 80 00.08 says vending, ice machines and refrigerators are by owner under separate contract. Detail 1/A701 lists all three items by general contractor. Addenda #1 lists models for ice machine and refrigerators only by GC.

Which one is it?

a. Yes, per the addendum the ice machine and refrigerators will be by the GC. Clarification vending machines will be by owner.

36. For the Valley Transit Facility project in Appleton, the Aggregate Pier specifications call out a bearing pressure of 6,000psf. However, the structural drawings call for 3,000psf. Are you able to confirm which is correct? I think the 3,000psf would make more sense?

a. Special Foundation are not required as stated in addendum #1.

37. On the north wall of the repair bay where we are demoing for the new mezzanine extension there’s existing bulk fluid lines, should these lines be relocated?

a. Yes, the 4 bulk fluid lines should be rerouted underneath the new mezzanine as part of the base bid.

-9-
