DPA Title III - COVID-19 Workstation and Environmental
Control Upgrades Project
Statement of Objectives (SOO) dated 23 June 2020
1.0 SCOPE
This project is in response to the COVID-19 pandemic and the requirements for social distancing and more robust environmental controls in military clothing factories and on their manufacturing lines. Current military clothing factories do not have adequate environmental controls and social distancing measures for employees to work at reduced risk of infection. The purpose of this effort is to research, develop and implement manufacturing production line upgrades to comply with Centers for Disease Control and Prevention (CDC) guidance in response to the COVID-19 pandemic. The focus of this effort is to outfit facilities with environmental control upgrades, such as UV filters, to monitor and control indoor air quality to comply with CDC airflow guidelines and outfit textile facilities with workstation upgrades to comply with CDC social distancing guidelines.
2.0 BACKGROUND
The World Health Organization has declared a pandemic due to the worldwide outbreak of
COVID-19 caused by the novel SARS-CoV-2 virus, and the President of the United States has declared a national emergency associated with this pandemic. During this crisis, additional steps are needed to meet Occupational Safety and Health Administration (OSHA) requirements, ensure employee safety and prevent the spread of the COVID virus in the workplace. The Berry
Amendment compliant domestic clothing and textile industrial base is almost wholly reliant on
DoD business as there is little domestic manufacturing in the industry to allow for a commercial market. As a result, companies operate on a very slim profit margin in order to compete. This leaves little room for investments in infrastructure or equipment. Therefore, due to this unexpected emergency, assistance is needed to make the workplaces safe in accordance with government guidelines.
3.0 OBJECTIVES
The objectives identified in Section 3.B are the specific technical requirements for this project.
The Offeror shall propose a technical effort to address the objectives in Section 3.B with the currently available Defense Production Act (DPA) Title III funding and anticipated company cost share for this effort.
A. Program Management, Administration, and Reporting
1. Manage and implement the project. Monitor and control the project’s cost, schedule, and performance parameters.
2. Establish a cumulative monthly expenditure profile baseline for the government funds. Track the actual and forecasted monthly expenditures against the baseline and report it to the government quarterly.
3. Participate on the project’s Integrated Product Team (IPT) and interface with DPA
Title III project managers and agreements personnel.
4. Conduct Quarterly Project Management Reviews (PMRs) and ad hoc Technical
Interchange Meetings (TIMs) as required. PMR shall be conducted at the Recipient’s facility, by conference call, or at the DPA Title III Program Offices at Wright-
Patterson Air Force Base. Key sub-awardees should actively participate in PMRs.
5. Conduct a Technical Project Kickoff Meeting no later than 30 days after Agreement award.
6. Insure, maintain, operate and service all government and non-government owned capital equipment and tooling as required to outfit workstation social distancing equipment and environmental control upgrades. Update and provide the Government
Equipment Property List quarterly.
7. Prepare for a No Cost Monitoring Phase after the conclusion of the technical effort to demonstrate and support the long-term goals of this project. This No Cost
Monitoring effort shall provide the government with insight into the continuing operations and business viability of the Recipient.
8. The Government reserves the right to use Advisory and Assistant (A&AS) contractors to advise the government during the length of the agreement and participate in PMRs and company site visits as required. A&AS contractor support may include conducting a production process assessment on a yearly basis. This assessment shall be performed at the recipient’s facility.
9. Manage, including flow-down requirements, partnerships or other business arrangements needed to complete the outfit and upgrade of workstations and facility environmental controls under Section 3.B of this effort
B. Technical
1. The offeror shall be Berry Amendment compliant
2. The offeror shall have demonstrated ability to produce clothing, footwear, accessories, insignia, flags, tentage, or individual equipment for the U.S. military.
Examples of items include uniforms (dress, utility, physical fitness, or underwear), footwear (dress, combat, safety, or athletic), tentage/shelters, flags, insignia, heraldics, individual equipment (canteens, rucksacks, or other field items), or critical safety equipment (helmets, body armor, flame resistant clothing, cold weather clothing, flight clothing, and chemical protective clothing).
3. The offeror may propose to one or both of the following task below as necessary to meet CDC COVID-19 safety guidelines:
a. The offeror shall research, develop, implement and outfit their factory with workstation upgrades to comply with CDC social distancing guidelines.
b. The offeror shall research, develop, implement and outfit their factory with environmental control upgrades to monitor and control indoor air quality and comply with CDC airflow guidelines.

All Recipients shall participate in all activities associated with the disciplines of the organization’s Industrial Security, Information Security, Personnel Security, Operations Security
(OPSEC), Antiterrorism, and Program Protection programs, following appropriate measures in each program as required for this particular agreement. These are required in an effort to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The Recipient will ensure that all sub-awardees, if present, conform to these requirements. Air Force Research Laboratory Materials and
Manufacturing Directorate (AFRL/RX) Security can provide guidance as needed.
4.2 Program Protection Plan (PPP)
Any potential Critical Program Information (CPI) generated, as part of this effort, will be reviewed to determine the need for a PPP or to be included as part of an existing PPP.
