About this file

This file is a Monthly Progress Report template and sample report for a Federal Railroad Administration (FRA) contract demonstrating an On-Board Condition Monitoring System for freight trains. The sample report covers the period ending November 30, 2002, for Task Order DTFR53-02-F-00605 under FRA Contract No. GS-35F-4461G, with a total funding level of $1,174,229.00. As of the report date, $63,981.00 (5%) had been expended, with $1,110,248.00 remaining. The contract, managed by SAIC with John Donelson as project manager and Monique F. Stewart as FRA Manager, commenced September 19, 2002, and is scheduled to conclude February 27, 2004.

The project involves a revenue service demonstration of a condition monitoring system installed on coal hopper cars owned by Southern Company in Alabama to improve railroad safety and performance through continuous detection of mechanical defects. The system comprises accelerometers and thermocouples for bearing monitoring, ride quality assessment, and brake condition detection, with two-way intra-train and wireless communication capabilities. Significant accomplishments during the reporting period included interface discussions with University of Texas at Dallas regarding handbrake integration, on-site measurements at Southern Company's Plant Miller facility, wireless technology testing, and meetings with FRA headquarters and Norfolk Southern regarding locomotive interfaces. Key milestones tracked include system liaison activities (8% complete), monitoring system fabrication (7% complete), and multiple subsystems in early development phases. Identified challenges involved ongoing negotiations with Timken Corporation regarding bearing monitoring system acquisition, with resolution expected by mid-December. Work planned for the next period includes hardware design completion, software modifications, and a design review scheduled for January 9 at SAIC's McLean, Virginia facility.

Project Description:
Revenue service demonstration of an On-Board Condition Monitoring System for Freight Trains. The monitoring system will be installed on coal hopper cars owned by Southern Company and tested for six months in a revenue service train operating in Alabama. The objectives of the system are to improve railroad safety and performance through continuous monitoring of mechanical components in order to detect and report defects before they cause breakdowns or accidents. The system consists of accelerometers and thermocouples mounted on bearing adapters to detect hot bearings and bearing defects, a three-axis accelerometer mounted at either end of the car to monitor ride quality, and a sensor to detect brake piston overtravel. The system has a two-way intra-train communication system to transmit alarms and exception messages to the engineer. It also has a two-way wireless communication module for transmitting equipment condition information to a database, which can be accessed from the Internet. A prototype system was fabricated in 2000 and tested extensively during 2000-2001. Current tasks focus on fabrication of five systems plus certain spares in preparation for the revenue service demonstraion planned for FY03.
Significant Accomplishments This Period:
1) 11/7/02: J. Donelson (SAIC) and W. Zavis (WR) met with UTD personnel (J. Shenhar & M. Davis) to discuss the electrical and signal interface to the UTD Advanced Handbrake Actuator System. Shenhar will provide the system requirements to SAIC by 11/30/02. 2) 11/11/02: J. Donelson, H. Laney (SAIC), W. Zavis, Michelle Marin (WR), Vijay Kohli (Fulcrum), D. Toth (Timken) met with Mark Filkins (Southern Company) at Plant Miller in Graysville, AL to make measurements on the test vehicles and to determine precise locations for installing the monitoring system hardware during the demonstration. Donelson and Laney conducted a test of the Wireless Ethernet (802.11b) technology for use in the intra train communication system. A separate memo describes the result of the test. 3) 11/13/02: J. Donelson and W. Zavis met with Vinny Sharma (Sharme & Associates), John Punwani and Monique Stewart at FRA Headquarters to discuss the power and signal interface requirements for the remote uncoupler, remote angle cock and remote cushion unit lockout. 11/19/02: J. Donelson met with Bob Blank and Steve Janshego at Norfolk Southern Research & Tests Department in Roanoke, VA to disucss the locomotive interface and plans for operating the demonstration. 11/22/02: Conference call with J. Donelson, M. Edwards, W. Zavis and Ray Severyn (Timken) to discuss status of system design and hardware interface issues.

Technical/Cost/Schedule Problems:
SAIC is negotiating Terms and Conditions with Timken Corporation regarding the acquisition of the Timken Bearing Generator and Guardian Bearing Monitoring System. These negotiation are going slower than originally anticipated. SAIC hopes to resolve these issues by mid December.
Work Planned for Next Period:
1) Complete system hardware design and prepare for design review in January. 2) Mark Edwards and J. Donelson will commence communication and signal processing software modifications. 3) Obtain software license for Kyocera cell phone communication system.
Meetings Planned/Held:
1) Design review meeting to be held at SAIC in McLean, VA on January 9.
