About this file

This file is a template for Federal Railroad Administration (FRA) technical reports submitted under the FY 2026 Broad Agency Announcement. The template does not address specific products or services required, as it serves solely as a formatting and structural guide for contractors to use when preparing final reports upon project completion.

The template prescribes the standard structure and content requirements for FRA-funded research reports, including mandatory sections such as an executive summary (maximum 1,000 words), introduction with background and objectives, methodology, conclusions (maximum 500 words), references, and appendices. Reports must include the Standard Form 298 Report Documentation Page with contract/grant numbers, author information with ORCID identifiers, performing organization details, sponsoring agency information (FRA's Office of Research, Development, and Technology), distribution statements indicating public availability through the FRA website, and security classifications as applicable. The template also includes metric-English conversion factors and specifies formatting requirements such as the prohibition against converting equations to images, proper citation formats, and alphabetically ordered abbreviations and acronyms sections. This template applies to research projects conducted under the FRA's three primary research areas: Track, Rolling Stock and Equipment, and Train Control and Communications, with contractors having a 15-month performance period and a concept paper deadline of September 30, 2027.
