About this file
This is a NASA Technical Specification document that establishes security control baselines and critical controls for NASA information systems. The specification (NASA-SPEC-2661.Controls v2.0, approved February 5, 2025) defines IT and operational technology (OT) security requirements across six control baselines determined by system type (IT or OT) and security impact level (low, moderate, or high).
The document provides mandatory control requirements across multiple categories: federally mandated critical controls that cannot be tailored out of any System Security Plan (SSP); NASA critical controls applicable to all systems; additional critical controls for High-Value Asset systems, systems with export-controlled data, and systems with AI components; and baseline requirements specifically for AI component systems. Federally mandated controls address areas including plan of action and milestones, authorization, continuous monitoring, configuration settings, identification and authentication (including multi-factor and PIV credential acceptance), incident reporting, rules of behavior, security categorization, vulnerability monitoring, privacy impact assessments, unsupported system components, access points, transmission confidentiality and integrity, cryptographic protection, and flaw remediation. NASA critical controls add requirements for policies and procedures, training and awareness, audit functions, control assessments, information exchange, impact analyses, least functionality, system component inventory, contingency planning, and security documentation. Controls marked with "H" apply specifically to HVA systems; those marked with "E" apply to systems with export-controlled data; those marked with "AI" or "ai" apply to systems with artificial intelligence components. The specification requires annual assessment of critical controls, references NIST SP 800-53 Revision 5 as its foundation, and mandates implementation by Information System Owners in accordance with NPR 2810.1F.

(NASA Office of International and Interagency Relations (OIIR))
High-Value Asset Information or an information system that is so critical to an organization that the loss or corruption of this information or loss of access to the system would have serious impacts on the organization’s ability to perform its mission or conduct business.
Information System A discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information. (NIST)
Information System Owner Official responsible for the overall procurement, development, integration, modification, or operation and maintenance of an information system. (NIST)
Level of Risk Level of Risk (LOR) is the amount of vulnerability to NASA, based on the likelihood and consequences of an adverse action through improper access or use of a physical or information technology (IT) asset. (NPR 2841.1x, Identity, Credential, and Access Management)

5. NASA Control Baselines NASA’s control baselines for information systems are derived from NIST SP 800-53B, Control Baselines for Information Systems and Organizations.
In accordance with guidance for organizations provided in NIST SP 800-53B, NASA has added and removed controls and control enhancements defined in the corresponding NIST SP 800-53B baselines in order to customize control baselines for NASA information systems. NASA information systems SHALL adhere to the baseline requirements defined in this Specification.
Table 13, NASA Control Baselines, contains a comprehensive list of information technology (IT) and operational technology (OT) control baselines for all NASA information systems. The table contains six baselines. Each baseline is defined by a combination of system type (IT or OT) and Federal Information Processing Standards Publication 199 (FIPS 199) security categorization (low-, moderate-, or high-impact).
NIST SP 800-53 Rev 5 integrates privacy controls (collectively referred to as a "Privacy baseline profile") across control families; in Table 13, the letter "p" is used in the “Privacy" column to highlight these controls.
