About this file

This document provides a template and instructions for applicants responding to the Strategic Partnerships for Advancing Research and Knowledge (SPARK) Concept Note opportunity under the US Agency for International Development's (USAID) Expanding Partnerships, Learning, and Research Annual Program Statement (EXPLORE APS). The template outlines six required sections for the Concept Note application: Applicant Information and Summary, Project Description and Alignment with Priorities, Institutional Capacity, Partnership and Capacity Strengthening, Supporting Information including Timeline and Partner details, and Budget. Applicants are requested to submit a narrative not exceeding five pages describing their proposed project, its alignment with USAID's development research priorities, institutional experience and capacity, and partnership plans. Supporting documents including timelines, partner profiles, resumes, and a separate itemized budget spreadsheet are also required as part of the application package. The SPARK opportunity falls under USAID's Development Partnerships for University Cooperation and Development program (CFDA #98.012), which supports higher education partnerships to address strategic development objectives. USAID anticipates awarding up to $2.5 million for the initial year of the SPARK cooperative agreement.
