About this file
This document is the financial proposal form for RFP-24061 Comprehensive Mathematics K-12 Curriculum, issued by the Board of School Commissioners of Baltimore City. The RFP requests proposals for a comprehensive mathematics curriculum from grades K-12, including all necessary student and teacher materials, digital components, and professional development. Vendors must provide detailed pricing for a class set of 30 students and teachers, as well as total costs for district-wide enrollment at each grade level/course. The RFP requires pricing for year one implementation, including startup costs, as well as fixed pricing for years two and three of the contract. Vendors must also submit a comprehensive professional learning plan with associated costs, covering both teacher and school leader training.
The financial proposal form provides detailed instructions and templates for vendors to submit their pricing, including material titles and costs, comprehensive costs per grade level/course, and total district-wide adoption and implementation costs for years one through three. Vendors must use the provided templates to ensure responsiveness. The RFP also includes estimated enrollment numbers for each grade level to assist with cost projections. Any costs not provided in the proposal will be assumed as no charge to the district.

| Durables, Consumables, and Digital Components (Tabs 3 & 4): Each vendor must submit the following items for every grade level/course included in your proposal: | |
| Table 1 | Material Titles and Costs Table (Tab 3): A price list of costs per unique item, specific durables, consumables, and digital components. |
- Please include all components necessary for a smooth implementation in year one*.
- Please replicate this table for each grade level/course included in your proposal if prices or materials differ.
Table 2 Comprehensive Cost Table (Tab 4):
- Total cost** for a class set of 30 at each grade level/course
- Total cost** for per grade level for estimated district enrollment at each grade level/course
*Year one costs are considered start up costs, inclusive of consumables, durables, and digital access.
**Total cost indicates the cost based on implementation of all units as written.
| A guarantee of fixed pricing for all identified components, e.g. class sets or individual replacements for a la carte purchases as needed is expected for the first three years of the contract. Submissions should be made with the included Tables. | |
| Professional Learning/Development (Tab 5): Coaching and professional learning costs are to be provided separately and not included as part of the per grade cost described in number one above. Submit a comprehensive professional learning plan, with prices, assuming the following conditions: | |

All totals assume submissions for a K-12 curricular resource. Please adjust plans to your specific submitted grade levels. |
| In addition to the information requested above, if a catalog of available professional learning “on demand” opportunities is available, please provide a list of those opportunities, with pricing, the audience they serve, and format (virtual, asynchronous, in-person) if necessary. The catalog is a list of any offerings of existing professional learning that is pre-planned and can be implemented as-is or customized. |
| Total District Wide Adoption & Implementation Cost (Tab 6) |
| Please provide a final estimated cost for successful implementation in year 1 covering both materials and professional learning/development as well as estimated costs for years 2 and 3, including both materials and professional learning/development.
