About this file
This is a Statement of Objectives (SOO) Appendix specifying building requirements for the AEDC-Arnold AFB Raw Water Cooling System Modernization project. The document establishes comprehensive technical and construction standards for a new free-standing metal building to house raw water cooling system infrastructure.
General requirements mandate that the contractor relocate or replace all affected utilities with Government approval, position the building without requiring modifications to existing structures or exhaust stacks, and maintain access to Building 579 and storage facilities for gaseous nitrogen, butane, liquid oxygen, heated fuel, and waste fuel tanks. The contractor must coordinate utility usage and capacity requirements with Government approval and obtain Government authorization prior to any system modifications.
Civil requirements specify a minimum building foundation capacity of 1,000 lbs/ft², with each pump installed on a dedicated inertia block foundation completely isolated from the building using waterproof synthetic vibration isolation material allowing a maximum deflection of 1/8 inch under API 610 vibration limits. The building must include internal floor drains to prevent flooding, positive site drainage with additional storm drainage if needed, and a 20-ton bridge crane with 5-ton auxiliary hook.
Architectural specifications mandate a free-standing metal building with vertical-profile preformed metal wall panels and standing-seam roof panels using minimum 24-gauge steel factory-coated with polyvinylidene fluoride (PVDF). Wall systems require minimum R-Value 19 thermal resistance and roofs require minimum R-Value 30, with water penetration not exceeding 0.01 oz/ft² of free area. The building must comply with Sound Transmission Class 45 standards and include two exterior insulated access doors, two overhead coiling roll-up service doors (minimum 18 feet wide and tall with steel bollards), with all doors and finishes meeting Arnold Installation Facilities Standards using specified Sherwin Williams colors.
Mechanical requirements mandate HVAC systems providing heating and ventilation only, designed for 65°F in non-work areas based on contractor-performed heat load studies, with electric heaters and reversible high-volume low-speed fans compliant with ASHRAE 62.1. All potable water connections must meet Tennessee Department of Environment and Conservation standards and AEDC backflow prevention requirements, with double-block-and-bleed protection on all utility supply lines. Underground water lines must maintain 10-foot clearance from building foundation perimeter, while all other utilities must remain outside the foundation footprint.
Electrical requirements mandate single-point entry for all utilities using 600V copper stranded conductors per ASTM B8, with THHN/THWN interior conductors and underground raceways. The contractor must perform detailed load analysis to verify existing power distribution capacity; if insufficient, identify required modifications. Transformers, if needed, must be dry-type general-purpose units meeting DOE 2016 efficiency standards with copper windings and clearly identified kVA ratings. LED lighting must comply with NDAA Section 2863 and ASHRAE 90.1, with all fixtures designed for vibration resistance and securely mounted. Panel boards require copper current-carrying components, copper ground and neutral buses, and minimum short-circuit ratings of 22,000A for 208V and 42,000A for 480V systems. Additional requirements include flexible metal conduit in wet locations and at vibration-prone connections, three-layer taped wire nut connections, cascaded surge protection per UFC 3-575-01, lightning protection per NFPA 780, and fire detection systems compliant with NFPA standards.
