About this file

This is a Statement of Objectives (SOO) for the AEDC-Arnold AFB Test Facility Pump Replacement project (IRA-26-1249). The effort replaces an aging raw water supply system at Arnold Air Force Base in Tennessee by installing a new six-pump raw water system (five replacements and one redundant) integrated with existing site infrastructure, along with designing and constructing a new freestanding building. All work must comply with applicable DoD, Air Force, industry codes and standards, as well as Defense Industrial Security Program requirements, safety and environmental regulations including OSHA standards, and DoD Instruction 5200.48 for handling Controlled Unclassified Information.

The contractor must deliver a performance-based Statement of Work addressing design activities (Requirements Review, 30% Preliminary Design Review, Long-Lead Procurement Review, 90% Critical Design Review, and 100% Final Design Submission), site survey documentation, pump procurement and delivery, building construction, and pump installation with calibration and acceptance testing. Key milestones include project kickoff, design review gates for both the raw water system and building, and pump installation phases. Data deliverables include monthly status reports with resource-loaded integrated master schedules, design drawings, analysis, equipment specifications, performance test reports, certified pressure test documentation, and maintenance documents. The Government receives unlimited data rights to all technical baseline deliverables, which must be marked as AEDC property and free of proprietary statements. The SOO includes four option items for building design completion, pump procurement, building construction, and pump installation with supporting hardware and checkout support. On-site training on all new equipment and systems is required, with recordings provided to the Government for future reference.

Statement of Objectives (SOO)

AEDC-Arnold AFB: Test Facility Pump Replacement

1. Program Objectives

This effort replaces the aging raw water supply system and provides a new free-standing building at Arnold AFB, TN. This will be achieved by installing a new six-pump raw water system (five replacements and one redundant) and integrating it with existing site infrastructure. The project also requires the design and construction of a new free-standing building in accordance with the attached Draft Statement of Work (16663-25- 001 Rev. B). The contractor’s implementation plan must account for performance requirements detailed in the attached Performance Parameters while mitigating downtime and access restrictions.

2. Agreement Objectives At a minimum, the agreement shall define the following:

2.1 Work to-be Performed

Provide specific, performance-based, quantitative terms of the work to-be-done, in the form of a Statement of Work (SOW), to satisfy all project requirements established in the attachments listed in TABLE 1. Follow on tasks are as follows:

2.1.1 Design activities to include but are not limited to: Requirements Review (RR), 30% Preliminary Design Review (PDR), Long-Lead Procurement Review, 90% Critical Design Review (CDR), and 100% Final Design Submission and Approval.

2.1.2 Conduct a thorough site survey to document existing conditions.

2.1.3 Procurement and delivery activities for the new raw water pumps and supporting hardware.

2.1.4 Construction activities of the new free-standing building.

2.1.5 Installation, calibration and acceptance testing activities of the new raw water pumps and supporting hardware.
