About this file
This file is a Cost Worksheets document (Appendix F) for the California Department of Technology (CDT) on behalf of the California Health and Human Services (CalHHS) Electronic Benefit Transfer (EBT) Services RFP 74050233. The worksheets provide bidders with structured templates for submitting cost proposals across seven major cost categories: Transition-In Services for Food and Cash EBT and WIC EBT (covering the period June 2027 through June 2028), Transition-Out Services (June 2034 through June 2035), Cost-Per-Case-Month (CPCM) rates for ongoing Food and Cash EBT and WIC EBT services with various card types and call center configurations, Cost-Per-Benefit-Load (CPBL) rates for SUN Bucks programs with different issuance models, Paycard Cardholder Fees, Equipment costs for EBT-only POS devices, and Labor Rates for operational contingency costs. The transition-in phase is not to exceed $7,000,000 for Food and Cash EBT and $2,000,000 for WIC EBT, with payment structured around eleven milestone achievements including project startup, design phases, testing, operations setup, user acceptance testing, and cutover activities, with 10 percent holdback on transition costs.
The cost proposal structure requires bidders to select between California-based or best value call center options for Food and Cash services and to specify pricing for both magstripe-only and chip EMV/tap card configurations for WIC EBT. SUN Bucks pricing is requested for both annual new card issuance and reload card models across all call center and card type combinations. Equipment costs are requested on a monthly per-device basis for both wired and wireless EBT-only POS devices, with the State bearing all costs to retailers. Paycard cardholder fees are subject to specific maximum limits, with most transactions required to be free, and out-of-network ATM withdrawals limited to six free transactions plus $1.00 for each subsequent withdrawal. Labor rates for operational contingency work are capped at $175 per hour for Project Managers, $150 per hour for Technical Managers, $125 per hour for Systems Analysts, and $100 per hour for both Programmers and Business Analysts. Transition-Out Services are not to exceed $3,000,000, and all yellow cells in the worksheets require manual bidder entry while other cells contain automatic calculations based on the submitted data.
