About this file

This document is an Appendix D - Statement of Qualifications/Conflicts/Technical Questionnaire for a request for proposals (RFP) issued by the Commonwealth of Pennsylvania Department of General Services on behalf of the Pennsylvania Insurance Department, Office of Liquidations, Rehabilitations and Special Funds. The RFP seeks legal services for the Workers' Compensation Security Fund, which involves representation to defend workers' compensation claims arising from insolvent insurance companies doing business in Pennsylvania. The services may include practice before workers' compensation judges, the Workers' Compensation Appeal Board, and appellate courts, as well as other general work as designated. The RFP indicates that the Commonwealth will make a limited multiple award to the highest evaluated law firms based on the criteria set forth.

The document outlines the minimum qualifications for the law firms, including designating a senior member as contract manager with at least 7 years of workers' compensation experience, and all other attorneys having at least 3 years of workers' compensation practice experience. The law firms must also demonstrate expertise in various workers' compensation-related areas, such as Longshore Harbor Workers Compensation, Federal Black Lung, and workers' compensation subrogation and appellate practice. The law firms are required to disclose any conflicts of interest and maintain professional liability insurance.
