About this file

This is a budget proposal template for WIC Services from the South Dakota Department of Health, covering the contract period of September 1, 2026 through September 30, 2027. The document outlines a comprehensive budget justification framework for WIC program delivery, which includes home visiting services requiring significant public education, outreach, and marketing efforts. The proposal anticipates staffing across multiple positions including receptionists, senior secretaries, WIC Public Health Assistants, and nutrition educators, with compensation rates ranging from $16.27 to $31.31 per hour depending on position and experience level.

The total direct costs for the proposed budget period are $22,500, comprised primarily of in-state travel expenses budgeted at $22,500 for nine staff members at an estimated annual cost of $2,500 per person to support service delivery, in-person meetings, and training activities. An additional $50,000 marketing contract is budgeted to enhance public awareness and media coverage of home visiting services, increase provider and community awareness, and support program referrals through print materials, radio, and social media campaigns. No equipment, supplies, or indirect costs are projected for the period. The South Dakota Department of Health will provide supplies and has established an annual indirect cost rate mechanism, with personnel and fringe benefit costs to be populated based on agency pay scale rates. No subcontracting of marketing funds is permitted under this proposal.
