About this file

This is a Statement of Work (SOW) for a Blanket Purchasing Agreement (BPA) to provide DNA and RNA extraction kits to the Biosciences Division at Argonne National Laboratory. The contractor shall supply both standard and custom-designed library preparation kits for wastewater sequencing and environmental genomics research on an as-needed basis. The BPA allows Argonne subject matter experts to design and specify custom kits tailored to specific research requirements while ensuring all deliverables meet the Laboratory's technical specifications and quality standards.

The contract is effective from July 29, 2026, through July 28, 2027, with orders placeable at any time during the performance period. All deliveries must be made to Argonne National Laboratory in Lemont, Illinois (Receiving Building 46). Pricing shall be based on the attached pricing schedule (Appendix C) unless otherwise negotiated in writing, with any charges outside the approved scope requiring prior written authorization from ANL Procurement. The contractor must maintain a quality management system, coordinate with the Argonne technical representative (Call Manager) for order confirmation and delivery, provide technical support and documentation, and submit invoices per order to the Call Manager for approval. Each shipment requires a packing list, and invoices must include the purchase order or contract number, order date(s), itemized description, and total charges. Argonne reserves the right to inspect and reject any kits that do not meet quality standards, with deviations or non-conformances requiring immediate reporting and documented corrective actions.

APPENDIX B - Statement of Work

DNA & RNA Extraction Kits BPA

July 8, 2026

1.0 Description

This Statement of Work (SOW) establishes the requirements for a Blanket Purchasing Agreement (BPA) to provide DNA and RNA extraction kits for the Biosciences (BIO) Division at Argonne National Laboratory. The BPA will enable the Laboratory to efficiently procure custom-designed library preparation kits for wastewater sequencing and related research activities.

2.0 Background

The Biosciences Division at Argonne National Laboratory conducts advanced research in environmental genomics, including wastewater sequencing. The ability to rapidly and reliably extract DNA and RNA from complex samples is critical to the success of these projects. Due to the technical complexity and the need for custom solutions, the BIO Division requires direct control over the design and specification of library preparation kits. Establishing a BPA will streamline the procurement process, ensure continuity of supply, and support ongoing and future research initiatives. This SOW is governed by applicable DOE and Argonne procurement policies.

3.0 Scope

The scope of this contract is to provide DNA and RNA extraction kits, as specified in Appendix C – Price Schedule, on an as-needed basis throughout the period of performance. The contractor shall deliver custom and standard kits as requested by Argonne, ensuring all products meet the technical and quality requirements specified by the Laboratory.

4.0 Objectives

- Establish a BPA to facilitate the timely and cost-effective procurement of DNA and RNA extraction kits.

- Enable the BIO Division to design and order custom library preparation kits tailored to specific research needs.

- Ensure all kits delivered meet the technical specifications and quality standards required for high-throughput sequencing and sample processing.

- Support the Laboratory’s mission in environmental genomics and wastewater surveillance.

5.0 Tasks

The contractor shall:

- Provide DNA and RNA extraction kits as listed in Appendix C – Price Schedule, including both standard and custom configurations as requested by Argonne.

RFQ No. 6-B187-Q-00345-00

- Allow for the design and specification of custom library preparation kits by Argonne subject matter experts.

- Ensure all kits are manufactured, packaged, and delivered in accordance with the technical requirements and quality standards specified by Argonne.

- Coordinate with the Argonne technical representative (Call Manager) for order confirmation, delivery, and any technical clarifications.

- Provide technical support and documentation as needed to facilitate the use of the kits in Laboratory workflows.

6.0 Deliverables, Timing, Location, and Documentation

- Deliverables: DNA and RNA extraction kits as specified in each order; technical documentation as required.

- Timing: This contract will be effective from July 29, 2026, through July 28, 2027. Orders may be placed at any time during this period.

- Location: All deliveries shall be made to Argonne National Laboratory, Lemont, IL (Receiving Building 46).

- Documentation: Each shipment shall include a packing list. Invoices must include the purchase order or contract number, order date(s), itemized description, and total charges.

7.0 Pricing

- Pricing shall be based on the attached pricing schedule unless otherwise negotiated in writing.

- Any charges not included in the pricing schedule must be approved in writing by ANL Procurement

Representative before they are incurred.

8.0 Quality Assurance

- The contractor shall maintain a quality management system to ensure all kits meet the required specifications and are free from defects.

- Argonne reserves the right to inspect and reject any kits that do not meet quality standards.

- Any deviations or non-conformances must be reported to Argonne immediately, with corrective actions documented.

9.0 Invoicing

- Invoicing shall be submitted per order and in accordance with pricing confirmed on the Appendix C-Price Schedule.

- Invoice must first be sent to the Argonne technical representative, also known as the Call Manager, who initiated the order for approval.

- No charges outside the approved scope, order request, or pricing shall be invoiced without prior written authorization from ANL.
