About this file
This is a Lime Silo Inspection Report prepared for the City of Bartow, Florida Water Department, documenting the current condition of the lime silo structure located at 2500 Highway 17N, Bartow, FL 33830. The inspection report provides a detailed assessment of the silo's structural integrity, identifying deficiencies and areas requiring repair or refurbishment. The report serves as the technical foundation for the City's refurbishment project, which seeks qualified contractors to perform repairs to exterior metal panels, interior bands, metal doorframes and doors, and associated painting work. The inspection findings establish the scope of work and engineering specifications that selected contractors must address to restore the silo to proper operational condition.
The report documents existing conditions and defects that must be remediated through the refurbishment contract, thereby informing contractors of the specific requirements, safety considerations, and technical standards they must meet. As Appendix B to the contract opportunity, this inspection report is a critical reference document that contractors must review to accurately prepare bids and develop project plans. The technical details and condition assessments outlined in the report directly support the City's requirement that the selected contractor deliver a turnkey solution while adhering to all engineering specifications and maintaining strict safety standards throughout the project execution and site restoration.

EXECUTIVE SUMMARY
An In-Service (External) Inspection was completed on the lime silo at the Bartow Water Plant on September 18, 2020. The inspection was completed to determine the silo’s suitability for service and recommendations for repair.
The exterior of the silo appeared to be in overall acceptable condition. Coating failure and minor to severe corrosion was present on the lower interior of the silo. Through holes were noted at the top of the main doorway. Further inspection details are available in the following report. Photographs of the key inspection points are also included at the end of the report.
The lime silo appeared to be suitable for continued service. The repairs listed on page 4 should be completed as soon as possible.

RECOMMENDED REPAIRS
1. Replace approximately 320 feet of 1/8”-thick, 3-inch wide flat bar on lower interior.
2. Clean areas of coating failure, repair if necessary, and recoat.
3. Patch holes above doorway and recoat.
4. Seal weld or re-caulk underside of stiffening ring.
5. Repair unit on silo roof.
6. Consider replacing curved section of fill pipe.
LIMITATIONS OF INSPECTION
1. External inspection of silo only. Internal lower area inspected.

INSPECTION RESULTS
Silo The silo shell appeared to be in acceptable structural condition. Ultrasonic thickness measurements (UTMs) showed an average thickness of 0.250” (1/4”). The bottom cone also appeared to be in acceptable structural condition. UTMs ranged from 0.231” to 0.263”.
Bottom Skirt The bottom skirt of the silo appeared to be in overall acceptable condition, with minor to severe corrosion present. The skirt was found to range in thickness from 0.116” to 0.125” (1/8”). The interior bands on the welds were not seal welded and corrosion is present behind them. It is recommended that all the bands be removed, the areas cleaned, and new 1/8”-thick, 3”-wide bands be installed. The new bands should be seal welded to prevent future corrosion.
Through holes were noted above the ground level entry door. These areas should be cleaned, patched, and recoated.
Roof The silo roof appeared to be in acceptable structural condition, with UTMs ranging from 0.238” to 0.240”.
The unit on the roof was being held together with a ratchet strap. It is recommended that the unit be properly repaired.
The fill line going to the roof had a patch plate near the curve where it turns down the side of the silo.
UTMs taken in this area showed an average remaining thickness of 0.160” (approx. 5/32”). UTMs away from the curved area showed an average remaining thickness of 0.260”. Consideration may want to be given to replacing curved section of the pipe.
Support Posts The silo was supported by 5 posts. The support posts are 30”-diameter and 0.500”-thick (1 /2”).
The support posts appeared to be in acceptable structural condition.
Coatings The exterior coatings appeared to be in overall acceptable condition. Coating failure and corrosion were noted throughout the silo, skirt, roof and accessories. Areas of coating failure should be cleaned and recoated.
The lower interior coating appeared to be in overall acceptable condition. Coating failure and minor corrosion were noted. Areas of coating failure should be cleaned and recoated.

CONCLUSION
The lime silo appeared to be in overall acceptable structural condition. The coatings were found to be in overall acceptable condition with isolated areas of failure.
The lime silo appeared to be suitable for continued service. The repairs listed on page 4 should be completed as soon as possible.
