About this file
This file is an appendix containing example plans for the Soquel Corridor Safety Project managed by the City of Santa Cruz, California. Specifically, Figure 25 illustrates countermeasure opportunities along the Bay Corridor segment extending from Nobel Drive to Escalona Drive. The City is seeking a qualified transportation engineering consultant to evaluate proposed safety and multimodal improvements along Soquel Avenue between River Street South and Seabright Avenue in support of a Highway Safety Improvement Program (HSIP) Cycle 13 funding application. The consultant's scope of work includes developing planning-level design information sufficient for cost estimating, conducting traffic analysis, and providing documentation necessary for the grant application. The project aims to increase corridor safety by reducing vehicle speeds and enhancing separation and visibility among different modal users within existing right-of-way constraints.
The proposed improvements include modifications to signalized intersections to implement no-turn on red prohibitions, leading pedestrian intervals, and adjusted coordination plans to reduce vehicle progression speeds. Specific intersection modifications are planned at Soquel Avenue and River Street South, Soquel and N./S. Branciforte, and Soquel and Seabright Avenue. At all intersections, the City prioritizes protected bicycle facilities with Class 2 bike accommodations as an alternative where separation is not feasible. Unsignalized intersections will receive Rectangular Rapid Flashing Beacons (RRFB) with associated signage. The project will be funded through HSIP Cycle 13 resources and is coordinated with the City's draft Safety Action Plan and available traffic data.
