About this file
This document is an Appendix B Building Walkthrough Analysis for the City of Peoria, Illinois, detailing comprehensive building condition assessments for multiple properties including the PNC Bank Building, Creve Coeur Building, and associated parking garage. The walkthrough report systematically examines various building components across multiple floors, highlighting structural, mechanical, and maintenance issues. Key observations include water damage in multiple locations, mold presence in the basement, non-functioning elevators, aging mechanical systems with asbestos insulation, and deteriorating infrastructure such as rusted pipes and support beams.
The report suggests significant potential for building renovation and repurposing, noting that floors have flexibility for subdivision and potential residential conversion. Major systems requiring attention include elevators, HVAC, plumbing, and electrical infrastructure. The properties appear to have been previously used by various tenants including PNC Bank, CliftonLarsonAllen, and potentially Caterpillar, with some spaces currently vacant. Substantial capital investment would be needed to bring the buildings to contemporary standards, addressing issues like water intrusion, structural wear, outdated mechanical systems, and compliance with current building codes. The walkthrough analysis provides a detailed baseline assessment that would be crucial for any redevelopment planning or property acquisition strategy.
