1.1. PURPOSE
Special Procedures and Requirements for access onto Offutt AFB and for access into the secured construction zone fence are required for this project. This section identifies the minimum requirements for personnel and vehicle access. Special security provisions for work inside secure building areas are required for this project. This section identifies the special provisions and restrictions for work inside and outside the construction zone and secure areas.
1.2. GENERAL REQUIREMENTS
The contractor shall designate an employee to serve as the contractor's escort and personnel lead who shall be responsible for all matters for the contractor and all sub-contractors. The escort and personnel lead shall have a staff of personnel adequate to manage the duties established for this project.
1.2.1. CONTRACTOR'S ESCORT AND PERSONNEL APPROVAL REQUIREMENTS
The Contractor shall submit to the Contracting Officer for approval within twenty (20) days after Notice to Proceed, the name of the individual to serve as his escort and personnel lead responsible for all matters with regard to this contract/project. The contractor's escort and personnel lead shall, as a minimum, meet the following requirements:
Be a United States Citizen Be an employee of the prime contractor Undergo a favorable NCIC and/or other special security checks, as defined in this Section
1.2.2. CONTRACTOR’S ESCORT AND PERSONNEL LEAD ASSISTANTS
The Contractor’s escort and personnel lead may designate specific personnel to serve as his assistants. All Contractor escort personnel assistants shall meet the same requirements as those shown above for the Contractor's Escort and Personnel Lead, including approval by the Contracting Officer. Assistants may, however, be employees of sub-contractors.
1.2.3. REMOVAL OF CONTRACTOR'S ESCORT AND PERSONNEL LEAD OR
ASSISTANTS
The government may remove any Contractor Escort and Personnel Lead (including assistants) or personnel due to the non-adherence of the contractual provisions, non-performance of duties, and/or criminal activity by contracted personnel. Removal of the personnel from the position will require his removal from the Entry Authorization List and debarment from the construction zone.
1.2.4. COORDINATION OF ESCORT, REQUIREMENTS AND PROCEDURE
RELATED MATTERS
The Contractor's Escort and Personnel Lead or designated assistants shall be responsible for the coordination of all escort, requirements and procedure related matters with the government and shall coordinate with the Site Security Manger (SSM) and Special Security Office (SSO). The Contractor's Escort and Personnel Lead shall provide a weekly Forecast Activity Schedule augmented by daily oral update to the SSM. The Forecast Activity Schedule shall indicate the type of work to be done, locations where work shall be performed, a summary of the materials to be received, the number of trucks to arrive and scheduled arrival times, and the identification of vendors/truck carriers. The SSM will then provide this weekly update to the SSO.
1.3. PROCEDURES FOR WORK OUTSIDE THE CONSTRUCTION ZONE FENCE
(WITHIN OFFUTT AFB PERIMETER)
The provisions herein are applicable for all work prior to establishment and acceptance of the construction zone fence and for all work to be completed outside the construction zone fence. In addition, these procedures shall be utilized for all work to be accomplished once the removal of the construction zone fence begins and for all work after that time.
1.3.1. BASE ENTRY REQUIREMENTS
If base access is needed, the point of contact or representative for the construction worker, contractor and all personnel, including all subcontractors and suppliers, shall register with Base Security and/or the US Army Corps of Engineers (USACE) for personnel badges or passes if needed. The authorized personnel representing the contractor, construction worker and any personnel needing base entry shall provide on a weekly basis to the COR a spreadsheet containing each personnel’s full name, date of birth, driver's license number and state of issue.
The Base Security will use the spreadsheet to complete screening and notify the COR of any issues that would eliminate specific individuals.
All personnel requiring entry to the base shall complete all forms needed and submit the forms to a Government Security Officer on a normal duty day at least 24 hours in advance of when access is needed. All personnel being issued a long term badge or pass, will need to possess their Social Security (SS) card and one of the following: Valid state ID card, driver's license, federal ID card, or Passport for pass issuance. In cases where the SS card is lost, a signed letter from a Social Security Administration office indicating they have reordered their SS card will suffice.
The person requesting a pass or badge must be signed in at the STRATCOM (SAC) Gate and escorted by a government personnel or prime contractor employee with an escort badge, where the proper forms will be reviewed and signed by a government representative and the applicant.
A Contractor's Security Officer or designee will then coordinate with a government POC and 55th Wing SFS for the completion of a NCIC and issuance a pass or badge.
Personnel access badges will be granted for periods not to exceed one year. Badges will not be granted for personnel working on-Base for less than a 30-day period; these individuals will require daily escort by a contractor with escort privileges. Escorted access for less than 30 days still requires criminal history screening prior to being granted base access.
NOTE: When entering through the STRATCOM (SAC) gate vehicle inspection may take place for vehicles entering Offutt AFB. Commercial contractor vehicles will be searched every time they enter Offutt AFB. Entrance to the base will be through the STRATCOM (SAC) Gate.
Vehicles should expect a minimum of 30 minutes to complete a vehicle inspection for access.
Badges issued which are no longer needed by contractor personnel shall be returned to the COR or designee within 48 hours of the non-need date.
1.3.2. DELIVERIES
All commercial material deliveries to areas outside the construction zone fence must be escorted at all times by a prime contractor's employee that has an approved badge with "Escort" privileges. Plan escorted access for less than 30 days still requires criminal history screening prior to being granted base access. Use of an entry authority list (EAL) may be approved to facilitate base access for suppliers/deliveries. The COR will work with the Contractor's Security Officer and the Base Security to produce the EAL. Contractors with escort authority indicated on their long-term pass would meet the delivery driver at the vehicle inspection area, show their pass, the vehicle inspection personnel will verify the driver on the EAL, and if all is in order, grant entry. Only the prime contractor's personnel can obtain an "Escort" Badge. No escorts will be provided by the Corps of Engineers, the SSM or the Air Force.
1.3.3. ESCORTS
The Contractor shall be responsible for providing escorts and for all costs associated with them.
Escorts will be responsible for continuous knowledge of the location of employees under his/her control. The Contractor shall provide a sufficient number of escorts to ensure adequate observation and physical control of construction workers while outside the Construction Zone Fence, regardless of whether escort is of pedestrian construction personnel or construction vehicles. Final number of escort personnel and functional policies and procedures shall be coordinated with the Corps of Engineers, Base Security, and the SSM prior to construction start.
1.4. PROCEDURES FOR WORK INSIDE THE CONSTRUCTION ZONE FENCE
1.4.1. ESTABLISHMENT OF CONSTRUCTION ZONE
Prior to initiation of construction activities, the contractor shall erect a construction zone fence.
The entry to this construction zone fence shall be controlled by designated entry control monitor personnel and shall be only through the vehicle access gate shown on drawings/attachments.
Access to the Construction Zone Area shall only be through approved gates. All contractor vehicles and contractor's employee vehicles shall be confined to the area encompassed by the construction zone fence unless an item of work is outside the construction zone fence.
The construction area is federal property, and all persons granted access to the premises are subject to federal laws. The Government reserves the right to deny/refuse access to the site or facilities at any time if inappropriate and/or falsified identification is presented or inappropriate behavior and/or conduct is displayed by any personnel. All work materials, tools, containers and vehicles entering the site are subject to inspection by the Government Security personnel.
Inappropriate or prohibited items will not be allowed on the construction site.
All Privately Owned Vehicles (POVs) that are approved to be within the construction site shall be removed from the Construction Site before closure of the site for the day. Approved contractor-owned vehicles may remain on site if prior arrangements with the SSM or designee are made. All non-approved vehicles will not be allowed on the construction site.
1.4.1.1. SECONDARY SECURITY ZONE FENCE FOR SECURED AREA
A secondary security zone will be established by erecting a second fence around the building site as described for special secured areas. The location of the secondary fence will be established by the Contractor with approval from the Contracting Officer and the SSM. The secondary zone fence shall have adequate vehicles and personnel access gate, but no more than two of each. A preliminary location for this fence is shown on the construction site security boundary attachment. The contractor shall provide entry control shelters at each secondary zone access point for entry control monitor personnel. The shelters shall be sized to accommodate at least 3 personnel per shelter.
When a secondary security zone is established, the entry to this zone shall be controlled by designated entry control monitor personnel as described in paragraphs 1.4.2, 1.4.7.1 and 1.5 shall be only through the approved access gates. Entry into the construction zone that is outside the secondary security zone will be controlled by the Contractor, SSM or designee. However, the Government reserves the right to perform random security checks within the entire construction zone area and to deny access to the site to unauthorized personnel or if inappropriate behavior and/or conduct are displayed by any personnel. In addition, the area between the secondary security fence and the primary security fence will be considered a secure storage area and will be subject to procedures to be developed by the SSM or designee. An additional separate secure storage area will be established if needed/directed that is dedicated for the secondary security zone or designated secured areas that require more stringent requirements and procedures.
When a secondary security zone fence is established, the provision of Paragraph 1.4.3 and 1.4.4 (regarding opening and closing of the work zone fence) of this section will apply to both the outer and the secondary security zone fence.
1.4.2. ACCESS AND DENIAL TO THE SITE
The SSM or designated security personnel, and contractor escort and personnel lead are responsible for the identification of all contractor employees entering the site. All Contractor employees entering the Construction Zone Area will be identified for access by their construction site badge and a state or US-government issued picture identification. Construction site workers will wear their construction site badges, displayed above the waist, so they are visible at all times.
The contractor's escort and personnel lead will ensure all personnel working within the construction zone are advised of the security rules on a Government installation. Any and all personnel who observe violations of Security Restrictions will immediately notify the SSM. Any contractor or contractor employee who violates the construction site security policies will be escorted off the installation and denied future access. A contractor's disregard or willful non-compliance of the construction site policies may be grounds for removal from the installation.
1.4.3. OPENING OF WORK ZONE FENCE
At the beginning of each day, the contractor's shall meet the SSM or his/her designated personnel at the entry to the construction zone. The fence will then be opened for the day by the SSM or his/her designated personnel. The SSM or his/her designated personnel will not open the gate until the contractor's escort and personnel lead/assistants or escort control monitors are present.
1.4.4. CLOSURE OF WORK ZONE FENCE
At the end of each workday, the contractor's entry control monitor personnel or designee will conduct an end-of-day check of the construction zone. The purpose of this check is to ensure all contractor employees have departed, all vehicles and equipment are properly secured, all privately owned vehicles have been removed from the site, and the boundary has been properly maintained prior to locking and securing the gate for the night. The contractor's entry control monitor or designated personnel will contact SSM to verify that the site is clear. The SSM or his/her designated personnel will then close and lock the gate for the evening.
1.4.5. DELIVERIES AND SHORT-DURATION WORK
Only authorized delivery drivers and passengers will be granted access to the site. Access for personnel that are only on site for a short duration (two hours or less) shall be coordinated with the SSM and or contractor’s escort and personnel lead. The contractor will be required to provide escorts for un-badged personnel similar to work outside the construction zone fence.
Qualifications and procedures for escorts shall be determined and provided by the SSM.
1.4.6. CONTRABAND SEARCHES
All personnel and vehicles entering the project site are subject to inspection for prohibited or restricted items by Security Forces or the SSM and his/her personnel. A combination of human, K-9, or technology may be used to conduct an inspection. Any vehicle/driver found in possession of any prohibited or restricted item will be denied site access and may be turned over to an appropriate law enforcement activity. Vehicles within the construction zone or operating on Offutt AFB by the contractor may be searched by the SSM, his staff, or the 55th Security Forces. Additional searches may be conducted by other government entities on a random basis.
These searches will be used to ensure no explosive devices, contraband material, drugs, or unauthorized personnel are covertly introduced onto the construction site or Offutt AFB.
1.4.7. TEMPORARY FACILITIES FOR CONTRACTOR PERSONNEL
The contractor shall provide the following facilities for assigned contractor personnel on site.
These facilities may be combined into a single facility or complex of temporary trailers. Parking lot for each trailer and support locations shall be graveled and maintained by the contractor, including snow removal and providing additional gravel, if necessary. Parking areas will be returned back in original state upon completion of construction project. Trailers shall be sized at 50 sq ft per person therein, unless noted otherwise below.
Facilities shall be heated and air conditioned. Contractors shall be responsible for providing restroom facilities, commercial telephones, high speed communications data connections for internet access and power connections. Workstations with monitors, desk chairs and filing cabinets shall be provided for personnel in these facilities. Used furniture, in good/great condition will be acceptable.
All entrance doors to the office area shall be equipped with dead bolt type locking devices and be part of the building wide requirement and checks. Door hinge pins will be non-removable. All windows and doors shall be screened. Protect glass panels in windows by bars or heavy mesh screens to prevent easy access. Arrange windows to open and be securely fastened from the inside.
The Contractor shall provide weekly janitorial services, fuel for heating the facilities, electricity, telephone and computer connections and water (if applicable) as part of this contract.
Maintenance of these trailers and utilities shall be the responsibility of the contractor.
1.4.7.1. ENTRY CONTROL POINT (ECP)
In conjunction with the establishment of the construction zone fence, the contractor shall provide at the entry gate to the construction site a temporary access entry control point, which shall be manned by designated entry control monitor personnel when the construction zone is open.
Personnel in this facility/ECP will be performing personnel and vehicle access control and observations. The ECP shall be manned by an appropriate/effective amount of designated entry control monitor personnel to effectively control access into the construction zone. Desks, phone/computer connections, and file cabinets shall be provided.
If a secondary security zone fence is utilized (Reference Paragraph 1.4.1.1.) this ECP will have entry control shelters at each access point in the secondary fence and shall be provided in accordance with Paragraph 1.4.1.1. Each shelter will have temporary power, heating and cooling, and furnishings.
1.4.7.2. BADGING OFFICE/LOCATION
The contractor shall provide a work trailer for the assigned contractor personnel to be used as a badging office. The trailer shall contain at least 4 work stations and supporting utilities and office accessories. The trailer will also include parking for a minimum of 6 vehicles in front of the trailer.
1.4.7.3. CONTRACTOR MANAGEMENT AND SUPPORT OFFICE
Contractor shall provide a work trailer for the assigned contractor personnel to be used as the Contractor Management Office. The trailer shall contain enough required/requested work stations and the supporting utilities and office appurtenances. The trailer will also include parking for a minimum of 10 vehicles in front of the trailer.
1.4.7.4. CONTRACTOR TRAINING AREA
Contractor shall provide a single-wide work trailer (30 personnel minimum) for any assigned contractor personnel to be used as a classroom for education and training. This trailer will need workstations, if required/requested and shall be equipped with a conference area, 2-3 whiteboards, 4 tables, 3 file cabinets, 26 chairs, telephone and computer connections, electricity, heat and air conditioning. The trailer will include for a minimum of 20 vehicles in front of the trailer. The training trailer should be located near the badging area to facilitate customer flow and efficient operations.
1.4.8. ACCESS TO CONSTRUCTION ZONE BY GOVERNMENT EMPLOYEES
The SSM or designee will establish procedures and badging for the government and government contractor personnel requiring access to the construction site as deemed. The SSM and/or designee will develop and maintain a Government Entry Authorization List (EAL). Only government personnel or after early beneficial occupancy, government contractors on this EAL will be allowed on site. Government personnel and their contractors will be responsible for displaying their site access badge while on the construction site as deemed by the SSM or designee.
1.4.9. EMERGENCY VEHICLE ACCESS TO THE SITE
In all emergency instances, safety of life will take precedence over security considerations. Law enforcement, fire, and rescue personnel and vehicles will be allowed immediate and unimpeded access to the site with an escort. Immediately following access to the site by emergency vehicles, and their departure, the contractor's escort monitor personnel will report to the SSM to discuss the possibility of safety or security concerns with regards to the incident and any mitigation measures that may be required.
1.5. ENTRY AUTHORIZATION LIST (EAL)
The contractor's escort monitor personnel or designee shall maintain a Construction Entry Authorization List (CEAL) of all employees on site. Except as noted below, all personnel entering the Construction Zone Fence must be on the CEAL and properly badged with Construction Zone Badges (when approved by the government security, SSM or designee, badges may not be needed in specific/designated areas that do not exercising enhanced accountability requirements and procedures for personnel, equipment and materials).
Maintenance of the CEAL is the responsibility of the contractor. The CEAL shall list all Contractor and sub-Contractor employees who must perform work in the Construction Zone, their employer, the badge number, and any other information pertinent to site accountability procedures. The Contractor, along with the SSM or designee, shall ensure the list is current at all times. The CEAL shall be updated weekly, at a minimum, to remove those employees no longer requiring access and to insure the employees no longer requiring access have turned in their badge.
The collection of badges from employees that no longer have a need to access the site is the responsibility of the contractor's escort monitor personnel. The CEAL shall be submitted to the government no less than monthly by the Contractor's Escort and Personnel Lead. The records associated with the CEAL and its maintenance are subject to government review at any time.
1.6. CONSTRUCTION SITE BADGES
The government, SSM and/or designee will establish and control a Badging System for the construction site. Badges will be issued in accordance with the procedures identified herein, and will remain the property of the government.
1.6.1. PROCEDURES TO OBTAIN AND DISPLAY BADGES
All on-site US Government and contractor personnel (excluding delivery drivers, as discussed above) must be issued a secure construction site-specific Entry Control Badge. The Contractor shall be responsible for requiring each employee engaged on the work to display the construction zone badge above the waist and clearly visible at all times. For construction safety considerations, the badge will normally be displayed in a badge holder that fits on the upper left arm in a secure manner with the badge picture clearly and visibly displayed at all times. In addition to the badge, all workers must carry on their person an additional valid identification at all times when on the site. All badges are the property of the US Government, and as such, must be properly protected and safeguarded against loss and/or theft. All badges shall immediately be delivered to the SSM or designee for cancellation upon release of any employees. The Contractor's Escort and Personnel Lead and/or designee is responsible for all construction zone badges issued out at the construction site. In addition, he/she will ensure all contractor personnel badges are properly accounted for during the project and are turned into the Government Construction Security Office or SSM when no longer required.
1.6.2. CONTRACTOR BADGE SCANNING
The Construction Site Entry Control Badge will normally be electronically scanned or visually checked during system failure by designated Entry Control Monitor Personnel that are trained on procedures, each time an individual enters or leaves the construction site (The SSM and/or identified government security personnel can assist when needed or with special circumstances/situations). The Badge scanning device will be provided by, and remain the property of the government on site and secured when not in use. Badge scanning will create an electronic record which will be maintained by the Contactor Escort and Personnel Lead and SSM each time an individual enters or leaves the security construction site. When deemed appropriate by the SSM or SSO, this information (data logs, entry/exit records) may be provided to other personnel and organizations, to include law enforcement.
1.7. CONTRACTOR'S EMPLOYEE BADGING REQUIREMENTS
1.7.1. PERSONNEL BACKGROUND CHECKS
All contractor personnel must be legal United States persons. The Contractor's Escort and Personnel Lead and SSM will verify the US Citizenship of all employees entered onto the EAL prior to requesting a badge. Citizens from countries that are on the State Department's Prohibited Countries List or countries, will not be allowed to work on this site. The list may not be all inclusive and is subject to change during the course of the project.
The contractor's security personnel or designee will submit to the SSM or government representative a list of potential employees and their identifying information at least forty five
(45) calendar days prior to the need for them to access the site. The SSM or government representative will insure potential employees do not have warrants, the names do not appear on any federal watch lists and that non-US citizens are approved to work in the US. In addition, other security checks may be done on personnel wishing access to the site. Upon completion of the vetting process, the government will notify the contractor's security personnel or designee which employees are cleared to receive a badge. Dates and times for any required construction site training sessions for these employees will then be coordinated and arranged.
All contractor personnel requiring access to the Base or the Construction Zone will submit to a National Crime Information Center (NCIC) criminal history check on a yearly basis. These checks will be conducted by the government at no cost to the contractor. Refusal to submit to the NCIC check, failure to report adverse information, or adverse information found in the initial or any subsequent security check will result in denial of access of the person. Examples of disqualifying reports are convictions of:
1. Murder
2. Assault with intent to Commit Murder Rape or Aggravated Sexual Abuse Kidnapping or Hostage Taking
3. Possession, Distribution, or Intent to Distribute a Controlled Substance
4. Illegal Use, Possession, Manufacture of Weapons or Explosives Subversion, Espionage, Treason, or Disloyalty toward the US Any Outstanding Wants or Warrants
5. Felony Involving: Robbery, Burglary, or Theft Arson, Acts Involving a Threat Aggravated Assault, Terrorist acts or violence at International Airports
6. Conspiracy to commit any of the above
The preceding is not intended as an all-inclusive list. Historical patterns of behavior that have the potential of interfering with the security, orderly administration, and discipline of base operations are also cause for denial of access in accordance with DoD 5200.8-R. The SSM and/or Chief of Security Forces, as the 55 WG/CC's agents, will be the final approving authority for base access. Mitigating conditions, such as the incident being an isolated event, the incident not being recent, pressure or coercion that is no longer present, age/maturity level at the time of the incident and evidence of rehabilitation will be considered. This may need to be supported with documentation, i.e., police report, court records, etc. before making a final decision to allow access.
The contractor's security personnel or designee will coordinate procedures with the SSM or government representative for completion of the security checks for contractor's employees. The SSM or the 55 SFS will complete the checks. As a minimum, the information required for the security check is the employee's name, date of birth and driver's license state/number. The government will not be responsible for work delays caused if employee information is not complete or if the information is not provided in a timely manner to allow completion of the security check.
1.7.2. EDUCATION, TRAINING AND AWARENESS
After security checks are made and prior to issuance of an access badge, all on-site personnel must receive any initial site-specific education, training and briefing from the government or designee regarding specific requirements, procedures and rules for the project construction site, to include prohibited items. Each individual will acknowledge attendance at the briefing by signing a form indicating that they have been briefed. Additionally, personnel will be required to sign a Non-Disclosure Agreement. All forms will be maintained for the duration of the project and forms will be disposed of in accordance with federal records management policies concerning destruction.
1.8. SPECIAL SECURITY PROVISIONS
1.8.1. DOCUMENT CONTROL
All Construction Documentation including images and related electronic information will be protected from release to the media and/or public forums through any means electronic or otherwise without prior review and express consent of the US Government and SSM. Contract documents, including but not limited to, plans and specifications, shall not be stored in any manner which makes them publicly accessible via the Internet. The Contractor and all subcontractors will deliver all outdated, expired, damaged, unusable, or unneeded electronic media (CD's, thumb drives, DVDs, Zip disks, etc) in an approved method to the SSM for destruction or storage. The Contractor and all subcontractors will adhere to the shred procedures (below) to manage all outdated, expired, damaged, unusable, or unneeded drawings and program related documentation, to include paper and electronic media. Both the delivery of electronic media and the documentation management, to include paper, will be coordinated by the Contractor's Security Officer, Contractors Escort and Personnel Lead or SSM.
1.8.1.1. SHRED PROCEDURES
The shred procedures applies to the management of all project related documents except those documents required to be kept for a certain time period.
The Contractor shall:
1. Return all office paper relating to the MDO project for shredding unless directed otherwise by the SSM. Office paper is defined as items having either printed or hand-written print on it, including but not limited to reports, briefings, sketches, drawings, meeting notes, user manuals or operating instructions.
2. Destroy office paper by using approved (cross-cut shredder). Strip-cut shredders are not acceptable for destruction of office paper.

Unauthorized photographs/video recordings, to include the photographic devices, may be seized and subject to destruction, with no liability incurred by the US Government or its contractors.
Any computer or laptop equipment required for the work will have to be inspected and approved by the SSM or designee before being brought on site. All computers will have recording and wireless capability physically disabled before they are allowed on the site. After inspection to verify the recording and wireless are disabled the SSM or designee shall place a sticker on the equipment showing it is capable of being used on the site. The sticker must be visible on any computer equipment used on site. The SSM, SSO and/or designee reserves the right to re-inspect any computer equipment while it is on-site.
Any person found on the project site in the possession of any unauthorized photographic/video recording equipment/computer, whether used to take photographs/video recording or not shall be removed from the site and denied access to the sites thereafter. Workers may leave a personal electronic device containing a camera in their Personally-Owned-Vehicles (POV's), preferably turned OFF. If the POV is permitted entry to the construction site, such devices must be brought to the attention of the Entry Control Monitor Personnel.
1.8.3. PROHIBITED ITEMS AND ACTIVITIES
Prior coordination with, and approval of, the SSM is required before use of electronic devices to include cell phones (without cameras), two-way radios, WiFi devices, and other transmit/receive devices for the purposes of controlling, monitoring and directing construction related activities.
Special badges may be issued for individuals to use such devices. In no case will these devices be permitted in any restricted, secured, or locked down areas. All job boxes and equipment hand carried onsite will be inspected.
The following items and activities are prohibited on this construction site:

Such explosives shall be transported, stored, handled, and used in accordance with industry best practices, state or federal laws and codes, and USACE instructions (whichever is the most restrictive). The Government reserves the right to prohibit any items, devices, or activities not covered in this list.
Any violation of the prohibitions and restrictions noted above by any contractor personnel may, at the option of the SSM, risk forfeiture of the item(s) involved and permanent removal of the violating party from the construction site.
1.9. SPECIAL INSPECTIONS, REQUIREMENTS AND PROCEDURES OF WORK
AND MATERIALS
The AO will approve the use of Construction Surveillance Technicians (CST's) if needed/requested and approved for the project. The CST's, SSM and SSO or designated personnel will be permitted on site at all times and shall be allowed to inspect all work areas and items of work on a regular basis throughout construction. In addition, all materials brought on site are subject to inspection by the SSM or his/her staff, SSO or designee.
1.9.1. SECURED AREA FINISH WORK INSPECTIONS
All vetted/approved escorts, security personnel, CST's (if needed/requested and approved) and SSO, SSM or designated personnel will be observing all aspects of construction as it progresses.

This includes the installation of drywall, flooring, ceiling, lighting, doors, cabinetry, painting, carpeting and all other finish work inside the secured areas. All wall, ceiling and floor spaces within secured areas must be inspected by designated personnel or SSM before closure of the spaces.
1.9.2. ESTABLISHMENT OF SECURE LOCKDOWN AREAS
The government will place certain areas of the building in a “secure lockdown” status to establish security for facility accreditation. Secure lockdown is required prior to completion of all contractor’s work efforts in these areas to ensure the areas can be accredited after Beneficial Occupancy Date (BOD). Specific items of work will be done after secure lockdown but prior to early BOD. The contractor shall insure that they will complete the required to accomplish the secure lockdown early enough to allow them time to complete the work required to BOD and early BOD.
The following work shall not be installed within secured areas until the area has been placed in “secure lockdown” by the SSM: communication line installation, PDS installation, security system installation including data lines, security devices, monitoring units, connection to security management systems passive infrastructure, mass notification system terminal devices and fire safety systems.
The following is a description of the concept which will be used to establish secure lockdown areas prior to early beneficial occupancy or beneficial occupancy.
The SSM will inspect areas to be secured to ensure that all security construction requirements were met. This includes, but is not limited to, wall construction, penetrations properly sealed, conduit installation, locking devices and door hardware, HVAC installation and sound attenuation installation. The SSM may request partial demolition or removal of materials to verify that no unauthorized materials were introduced. If the inspection finds any unauthorized materials the contractor will be responsible for all costs associated with any rework required.
Once the SSM has inspected the area, it will be placed under the government access control.
Contractor access to these secured areas after secure lockdown will require all contractors or sub-contractors to be escorted by the SSM or designated government personnel. Only U.S. persons with government escorts may perform work in areas after they have been placed in “secure lockdown.” The government personnel or designee will open and close the area at the beginning and end of the workday.
***Note*** Contractor shall provide temporary high security lock cores for any doors that will facilitate “secure lockdown” of a secured area for access by government personnel only, contractor will not be allowed to maintain keys. The keys for the doors will be provided only to the government security team (SSM and SSO) to control access. Temporary high security cores will be collected by the government as permanent lock cores are installed. At the end of the project the temporary high security cores will be returned to the contractor. Doors shall all be keyed separately but use the same master key. Supply two keys for each door and one master key.
1.9.3. BENEFICIAL OCCUPANCY AND EARLY BENEFICIAL OCCUPANCY
Security inspections will occur prior to the government acceptance of any beneficial occupancy and early beneficial occupancy areas. The areas to be turned over to the government shall be subject to inspections for security compliance, as well as pre-accreditation for certifications as secured areas. Any of the following inspections methods may be used by the government to make an acceptance decision:
Visual and/or technical techniques to include X-ray and technical surveillance countermeasures of finished space
Inspections of closed areas prior to being closed and signed off by an authorized personnel or designee.
Random inspection of unrestricted materials at the site (i.e. HVAC duct lines, toilets, sinks, etc.).
Items to be inspected include but are not limited to: wall construction, electronic security systems, communication cables and terminations, penetrations properly sealed, conduit installation, locking devices and door hardware, HVAC installation, sound attenuation installation and verification that all cables are marked in accordance with security classification and a cable management plan.
Once the SSM in conjunction with the US government cognizant security authority have inspected the area, it will be accepted by the government, “locked down” and protected to applicable security requirements. Contractors’ access to these areas after acceptance and early beneficial occupancy will require escorted entry by the SSM or designated personnel.
