About this file
The document is a comprehensive technical specification for the Manchester Sanitary Landfill's MSE (Mechanically Stabilized Earth) Berm Wall Phase 1 Construction project located in Manchester, Connecticut. The project involves constructing an approximately 35-foot tall by 900-foot long MSE berm with geosynthetic reinforcement, encompassing multiple critical tasks including clearing and grubbing approximately 8 acres, relocating 15,360 cubic yards of existing waste to an active working face, installing stormwater improvements, implementing perimeter and diversion swales, and constructing an access road. The work will be performed under a single Prime General Construction Contract (Bid No. 22/23-49) with normal working hours defined as 7:00 a.m. to 4:00 p.m. on weekdays, and requires obtaining necessary state and local permits, including those from the Connecticut Department of Energy and Environmental Protection.
The project involves significant environmental and engineering considerations, with detailed specifications for materials, installation techniques, and quality control. Key technical requirements include using specific geosynthetic materials like HDPE geogrids, geotextiles, and liners, with precise installation standards and rigorous testing protocols. The contractor will be responsible for managing waste relocation, erosion control, dust suppression, and maintaining strict safety and environmental compliance. Geotechnical monitoring will be implemented using vibrating wire piezometers and inclinometers to track potential soil movement and pore water pressures during construction. The project's total estimated soil volume involves approximately 65,725 cubic yards of reinforced fill, with comprehensive requirements for material selection, placement, and testing to ensure structural integrity and long-term stability of the MSE berm.
